Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

Despite the substantial progress achieved in the past years, protracted conflicts, violence, displacements and climatic shocks such as drought and floods have continued to hinder attainment of substantive GEWE gains. These persistent obstacles have resulted in severe protection issues, particularly for women and girls who constitute estimated 50% of the affected population and nearly 80% of those displaced. There is limited participation of women in peace processes, politics, decision making and access to justice. UN Women through its engagement in Somalia, has prioritized to work in promoting women's political participation, ensuring women peace and security and increasing women's access to justice.

Objectives of the assignment:

The purpose of this consultancy is to provide M&E and Reporting coordination and technical support to the overall Somalia Country Office, including to Women, Peace and Security and Rule of Law Programs in timely monitoring, reporting and communications for the joint programmes on the above areas.

The Monitoring and Reporting consultant plays a central role in assisting Somalia Office's monitoring of the Strategic Note/Annual Work Plan and the CO management's oversight of the efficient and timely implementation of programs. The Monitoring and Reporting consultant also coordinates various reporting exercises of the Somalia Office as well as provides quality assurance for quarterly online monitoring systems (via the Results Monitoring System - RMS), development of human-interest stories, annual reports, quarterly newsletter and donor reports. The Monitoring and Reporting consultant will also support the upcoming country portfolio evaluation for the strategic note 2022-2025.

Under the overall supervision of the Country Program Manager, the Monitoring and Reporting Consultant assists the Somalia Office management, and the Program leads and in oversight for the monitoring and reporting functions. She/he works in close collaboration with the programme and operations team at the Somalia Office, relevant staff at the UN Women regional office and the UN, government and CSOs partner organizations.

Scope of Work:

Provide quality assurance and technical support to country office team in program management and monitoring:

  • Provide quality assurance of program documents through review of results frameworks in order to meet SMART criteria;
  • Work closely with the team and provide technical support in the development of Performance Monitoring Frameworks (PMFs) and Baseline Surveys;
  • Provide technical support in the development and effective implementation of monitoring systems at country level, including the development of monitoring guidelines and tools;
  • Hold monitoring meetings and trainings with the partner agencies and provide technical support to partners agencies staff in building M&E and reporting skills sustainably;
  • Ensure timeliness of budget revision processes at Somalia CO.

Provide technical support in the reporting of results to internal and external audiences:

  • Provide technical support and in coordination with the team, consolidate and prepare quality quarterly, annual and donor reports;
  • Upload and update regional data into the electronic tracking system for annual reporting;
  • Coordinate with program and operations team in timely submission of donor reports;
  • Consolidate, review and finalize donor reports and provide feedback to improve quality and timeliness of reporting.

Provide technical support to the Somalia office in the implementation the UN Women Evaluation Policy:

  • Provide technical support to the implementation of UN Women's Evaluation plan (MERP) at the country level;
  • Provide guidance to Somalia office programme staff and relevant partner organizations on evaluations;
  • Ensure communication between the Somalia office and RO regarding timely planning of the Evaluations;
  • Provides full support to planned and on-going evaluation exercises such as country portfolio evaluations, specifically the country portfolio evaluation for the 2022-2025 SN, but also possible country case studies of corporate or regional thematic evaluations, and inter-agency humanitarian evaluations.

Contribute to knowledge building, dissemination, and capacity building:

  • Identify and disseminate good practices, lessons and knowledge as identified through programme implementation, monitoring and evaluation activities;
  • Develop and produce communication and advocacy instruments and materials, including briefing materials, press releases, quarterly newsletter and articles and coordinate its dissemination through effective channels;
  • Undertake monitoring, interviews with project partners and beneficiaries in developing human interest stories;
  • Lead the engagement and supervision of video producers and other communication specialists to produce audio/ visual material on UN Women's work adopting M&R standards;
  • Liaise with the media and communications expert to translate the reports and monitoring documents into communication and visibility materials and regularly contribute to maintaining programme's web-presence.

Duties and Responsibilities

Description of Responsibilities:

  1. Coordinate and draft inputs for the Quarterly Result-based Management Reporting;
  2. Coordinate, consolidate and finalize the UNW Annual progress report;
  3. Coordinate and provide technical support in timely monitoring, oversight and technical inputs to knowledge products including quarterly newsletter;
  4. Coordinate with the team, partner agencies and provide technical support in collection of data, result based reports, and prepare consolidated project reports;
  5. Support preparation and implementation of country portfolio evaluations, including collection of documentation, stakeholder's contact, agenda preparation, meeting and travel logistics (in consultation with team leader and external evaluation team);
  6. Support developing communications materials for the WPE, WPS and Access to Justice programs and contribute to knowledge products and promotional materials including research, briefs, fact sheets, presentations, social media, etc;
  7. Mange the delivery of evaluations in the country, as per the evaluation plan, with the support of the RO.

  1. Support the coordination and preparation of Annual 2024 Somalia Office Result-based Management Report;
  2. Provided technical support in timely monitoring, oversight and technical inputs to the donor, RMS and Annual Report 2024;
  3. Developed at least 4 write-ups of 2 page each for the WPS, Humanitarian and Access to Justice programs, 1 quarterly newsletter and inputs to UNW Somalia website;
  4. Timely collection of data, result based reports, and prepare 3 consolidated project/donor reports.

Required Skills and Experience

Education and Certification:

  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • Advanced University degree in Monitoring and Results Based Management considered an advantage.

Experience:

  • At least 5 years of relevant experience at the national and international levels, with a focus on programme monitoring, evaluation and reporting of programmes;
  • Experience in the field of Women Political Participation, Elections, Women, Peace and Security and Access to Justice for Women is desired;
  • Experience in coordination with international organizations and other stakeholders, is required;
  • Experience in programme coordination is an asset;

Languages:

  • Fluency in English is required;
  • Knowledge of or any other UN official language is an asset.
