UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women in Bangladesh is supporting the Government of Bangladesh with the Rohingya humanitarian crisis response.

The Sub-Office located in Cox’s Bazar was established in January 2018 to support UN Women’s Rohingya response activities. UN Women has developed a response programme in partnership with the Ministry of Women and Children Affairs to meet the specific needs of the most vulnerable and marginalized Rohingya Refugee and host community women in Cox’s Bazar. The objective of UN Women’s engagement is to ensure protection, as well as the equitable and safe access to the humanitarian and development assistance. The programme also promotes women’s participation and leadership in the camps and host community, and women’s active role in maintaining peace and social cohesion. UN Women co-chairs the Gender in Humanitarian Action Working Group under the Inter-Sector Coordination Group with UNHCR to promote gender-responsive humanitarian action across humanitarian agencies in Cox’s Bazar.

Reporting to the Monitoring & Reporting Analyst, the Monitoring and Reporting Associate will facilitate UN Women’s pilot programme, the Community ‘Complaints and Feedback mechanism.’ This initiative addresses complaints from the communities and other stakeholders, while also seeking regular feedback from the community to enable improved programme and service delivery by UN Women and its partners. The Monitoring & Reporting Analyst will also support the Cox’s Bazar Sub-Office by incorporating monitoring and reporting into programme formulation, tracking targets against the Strategic Plan, and reporting results to internal and external audiences.

  1. Facilitate UN Women’s pilot Community ‘Complaints and Feedback Mechanism’ initiative

• Substantially contribute to development and implementation of the pilot Community ‘Complaints and Feedback (CFM) Mechanism • Substantially contribute to sensitization CFM mechanism to relevant stakeholders • Collect data and keep the documentation of feedbacks • Substantially contribute to respond, resolve and Follow-up actions • Analyze and share the feedbacks received (monthly/quarterly)

  1. Provide technical inputs to programme formulation to ensure monitoring and re-porting is incorporated

• Contribute to development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes; • Contribute to inclusion of relevant inputs from evaluation findings, conclusions and recommendations into programme formulation; • Contribute to annual work plan monitoring, reviews and reporting; • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;

  1. Provide technical inputs to the monitoring and tracking of results against sub-office level targets and UN Women Strategic Plan

• Provide support to Programme Team to ensure data collection and analysis from field visits are coordinated and standardized across programmes; • Monitor data from partners and provide inputs to regular management briefs to in-form decision making; • Visit partners, along with the Programme Team, to support monitoring of results and planning processes, as required; • Contribute to development and monitoring of the Sub Office’s Monitoring, Evaluation, and Research Plan.

  1. Provide technical inputs to the reporting of results

• Contribute to process of the Sub Office meeting internal and external reporting requirements and deadlines, including annual reporting process; • Provide support to Monitoring and Reporting Analyst to draft donor and programme reports (both narrative and financial); • Contribute to identification of relevant evaluation findings, conclusions and recommendations and input them into programme reporting; • Assist reviewing progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting; • Contribute to collection and maintenance of data for country, regional and global corporate reports, mid-term reviews, and final evaluations;

  1. Contribute to knowledge building and capacity building • Contribute to identification and dissemination good practices, lessons, and knowledge, as identified through programme implementation, monitoring and evaluation activities; • Contribute to the development of capacity development tools, including training materials and packages;

Results/Expected Output:

• Support RPs on monitoring of results and planning processes through regular visits to the field and monitor closely the implementation of Complaints and Feedback (CFM) Mechanism. • Timely collect data and documentation of feedbacks, and substantially contribute to respond, resolve and follow-up actions • Timely and quality support to Monitoring and Reporting Analyst to draft donor and programme reports (both narrative and financial) and assist reviewing progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting; • Timely and quality support to the programme team and partners in line with work plan • Quality and timely systems for tracking/monitoring

monitoring and reporting or evaluation of development or humanitarian projects/ programmes. • Working experience with Rohingya Refugees in Cox’s Bazar is strongly preferred • Experience in designing monitoring tool or managing feedback mechanism is strongly preferred • Experience using MS Office programmes (specifically Word, Excel, PowerPoint and Outlook) is an asset • Experience in the United Nations systems is an asset;

Cox's Bazar is a district of Bangladesh and it is famous for fishing port and tourism. It is one of the most-visited tourist destinations in Bangladesh. The beach in Cox's Bazar is an unbroken 120 km (75 miles) sandy sea beach with a gentle slope, making it the second longest sea beach in the world. The climate of Cox's bazar is similar to the rest of the country. The climate of Bangladesh is generally determined by its location in the tropical monsoon region: high temperature, heavy rainfall, generally excessive humidity, and distinct seasonal variations. It is further characterized by the location in the coastal area. Historically Cox’s Bazar, like other parts of Bangladesh, is a safe place to live. Since August 2017, with the large scale Rohingya influx from Myanmar, Cox’s Bazar is seen as a district with a humanitarian crisis. Culturally Cox’s Bazar is very diverse and well-known for its traditional heritage. The communications systems in Cox’s Bazar is well developed and the district is well-connected with other cities. All the national mobile networks are operational in Cox’s Bazar. Walking within Cox’s Bazar city is only allowed during day time. Travel by rickshaw is also permitted within Cox’s Bazar only during day time. Cox’s Bazar has a domestic airport and is currently classified as a family duty station (Security Level 3-moderate; Hardship category-D).
