NRC has been operational in Ukraine since 2014, focusing its assistance and protection of civilians in the Luhansk and Donetsk Oblasts in Eastern Ukraine. From 2022 to 2025, NRC Ukraine will build on its strengths and focus on three pillars: 1) Humanitarian & Hard-to-Reach; 2) Nexus and transitional Programming; and 3) Durable Solutions. To technically support the Country Office across all its programmes, projects, and initiatives with information management, including data management, NRC is hiring a Monitoring and Evaluation (M&E) Technical Officer who will be hosted within the M&E Department.

Role and responsibilities

The M&E Technical Officer (IM) will be required to directly contribute to the development and maintenance of the NRC Ukraine’ information management system as well as processing and maintenance of relevant Core competencies’ data based on the Country Office’ needs and requirements.

Generic responsibilities

  • Ensure compliance and adherence to the NRC policies, guidance and procedures, including national legislation, EU General Data Protection Regulation, and NRC policies regarding the data security, data protection, and data-sharing
  • Ensure compliance with Country Office (CO) strategy, tools, handbooks, guidelines and standards
  • Technically assist Database Officer(s) where applicable in their day-to-day responsibilities
  • Contribute to the establishment and maintenance of an efficient, reliable, and accountable IM system, including a data management system, in NRC Ukraine
  • Contribute to the development, roll-out and overseeing of the implementation of the NRC Ukraine IM guidelines
  • Contribute to the donor, project/program reports, assessments, and strategy documents
  • Responsible for ensuring that IM systems are up-to-date with the latest data on indicators, activities, and other programmes/projects’ results
  • Ensures data quality through the implementation of a system of data checks
  • Identify opportunities and recommend solutions that will improve current organisational processes
  • Ensure timely back-ups and proper filing of documents

Specific responsibilities

  • Work with internal stakeholders to identify and understand their needs in terms of information products and process data for the production of customised products/reports (dashboards, infographics, maps, etc.) for both internal Core Competencies and external consumption to promote evidence-based decision-making and fundraising
  • Contribute to development of, implement, manage and administer data management, including project- and programme-specific databases, spreadsheets, and other tools and related procedures, including data capturing based on CC-specific needs, contributing to continual development and strengthening of the IM & M&E systems
  • Contribute to the design and implement data strategies and systems to enhance the use of data in the Country Office while technically supporting with the collection, storage, management and processing of data at the country level and ensuring that data is clean, reliable and valid to ensure data accuracy for programme accountability
  • Contribute to development of, and apply appropriate mechanisms and tools that facilitate the collection, including online data collection (ODC), analysis and act as a focal point for sharing of programme information, knowledge and data with programme leads, the management in an appropriate, efficient, and safe manner
  • Perform any other tasks as requested by the M&E Coordinator within the current role and if it is not dangerous to the person

Critical interfaces

  • CO Programme Management (Project managers/coordinators): frequent communication on information/data management needs, requirements, etc.
  • CO Programme Senior Management (Head of Programmes, Area Programme Manager, Area Manager): occasional communication on requests for IM products data analysis, reporting
  • CO Communication Department: occasional communication on IM products for external sharing
  • IM Specialist(s): for the development of analytical products for statistical analysis as indicated by the HoP
  • Global NRC D-team: occasional communication on digital M&E-related products
  • Global NRC M&E team responsible for GORS reporting: occasional communication on GORS-related topics
  • Global NRC Data Protection Team: occasional communication on data protection requirements and policy

Competencies

Professional competencies

Generic professional competencies:

  • Degree in statistics, computer science, computer engineering, information systems/technology or related discipline (or two years of equivalent work experience)
  • Proven experience in information management/data management
  • Demonstrated experience in database (or spreadsheets for data storage) design, development and follow-up support
  • Demonstrated knowledge of MS Excel
  • Knowledge of Power BI, Tableau or similar visualisation tools is highly desired
  • Documented results related to the position’s responsibilities
  • Good written and spoken English
  • Experience working in a humanitarian/recovery context
  • Skills in solving problems
  • Responsibility, independence, attentiveness, ability to handle stress, diligence

Context related skills, knowledge and experience:

  • Knowledge of M&E basics
  • Proficiency in KOBO, ODK or similar mobile data collection tools is highly desired

We offer:

  • Type of contract: 12 months fixed-term contract with possibility of extension depending on availability of funds
  • Salary/benefits: According to NRC salary scale, terms and conditions.
  • Duty station: Kyiv/Severodonetsk, Ukraine (****Willingness to work in Severodonetsk would be considered as an advantage)
