Purpose of the Job

NRC Afghanistan South mission seeks to establish and implement M&E systems that will enable improvement of internal management, program /project performance and evidence-based decision-making. Within this context, the M&E Technical Assistant, dedicated to strengthening the use of Geographic Information System (GIS) in day-to-day operations and implementation, will provide support in the collection and management of quality M&E data in Zabul Afghanistan. The M&E Technical Assistant will be involved in both the collection of geographical and spatial information as well as its storage, analysis, and presentation, develop and implement data development and data management, data analyzation, develop database, process data entry and keep the database up to date and running smoothly. The M&E technical assistant will work as database focal point as well under the direct supervision of Education Team leader.

Generic responsibilities

  • Adherence to NRC policies, guidance, and procedures
  • Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance, and tools.
  • Lead the technical development of web-based data dashboards and use of GIS applications.
  • Support program staff in planning for and executing M&E, including, data collection methodology and tools and GIS data management, analysis and use.
  • Contribute to organizational learning through supporting specific analysis, lessons learned, and reports.
  • Capacity building and training of program and M&E support staff on GIS technical and conceptual areas.
  • Supervise and mentor M&E support staff and field implementation team in executing M&E GIS-related plans.
  • Design and develop data management system of high availability and quality that collects, analyze and process information on the project activities and its beneficiaries.
  • Develop database with major focus to collect, analyze and process information on identification, geographical relevance, key skills, and areas of work interest of project beneficiaries (job-seekers).
  • The database should regularly collect information on key skills being developed through the project activities. In addition, the database should gather information on the vacant employment opportunities within private sector, and match job-seekers with the vacant jobs.

Specific responsibilities:

  • Support Program teams to use Geographic Positioning System (GPS) tools in the field to capture the locations for NRC services across core competencies (WASH, Shelter, Education, livelihoods etc.
  • Set-up, develop, manipulate, analyses, and present geographical information by creating Programs to convert GIS information from one format to another;
  • Develop tools for loading/transferring GIS data between different systems;
  • Prepare and conceptualize the production of relevant dynamic and static maps to be used by NRC programmatic functions and meet advocacy needs;
  • Ensure accurate linkages between spatial databases and assessment data;
  • Train relevant Program and support staff on basic GIS data collection as well as on the principles of GIS and management of software and data;
  • Demonstrate the use of GIS tools such as spatial referencing, data management, Vector and Raster Analyses;
  • Coordinate with Area Office-based Program teams and M&E Coordinators to improve quality on data entry, collection, and analysis;
  • Ensure that monitoring data are reported in a timely manner to relevant Program and managerial staff;
  • Act as the focal person for any GIS and GPS related discussions and initiatives within the Country Office and provide technical backstopping to GIS application and product users.
  • Ensure that data management system is designed and developed in accordance with project requirements.
  • Ensure smooth implementation of data entry of project beneficiaries into the data management system.
  • Provide proactive and reactive data management support and training to the project team (users of the data management system.
  • Define users and enable data distribution to the right users, in appropriate format and in a timely manner.
  • Use high-speed data entry recovery techniques and backup data.

Generic professional competencies:

  • Bachelor Degree in Business Administration/management/Economics or computer science.
  • 1-2 years of experience in humanitarian or private sectors.
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Strong computer skills (proficiency in Microsoft Office and Microsoft Excel is mandatory).
