Do you want to set up an M&E system for an organisation that works across the humanitarian, development and peacebuilding fields?

We are looking for an experienced M&E specialist with very strong understanding of M&E concepts and approaches in complex global development portfolios. This is a12 month temporary position with the possibility of extension.

Background:

NORCAP solves challenges in the humanitarian, development and peacebuilding sectors in order to better protect vulnerable people’s lives and rights. We build partnerships, promote more effective ways of working and provide skilled experts to develop capacity. NORCAP is a part of the Norwegian Refugee Council.

Our work spans across areas such as humanitarian response, protection and resilience, peacekeeping, democracy support, capacity development, climate change and the green shift.

What you will do:

NORCAP has a new strategy from 2022 and is in the process of developing a department wide system and framework for M&E. As our Monitoring and Evaluation (M&E) Specialist you will be responsible for developing an M&E System for NORCAP. This work will support the documentation of achievements and results and contribute to evidence-based decision making and organisational learning. You will report to the Head of Organisational Development Unit, but support work across all operational sections in the department. As a new unit after a recent restructuring, you will also take part in the establishment of unit routines and ways of working.

You will:

• Develop an overall M&E system for NORCAP. This process is envisaged to include:
  • Mapping information needs, information sources & gaps.
  • Designing the M&E system overview, M&E strategy and minimum standards.
  • Creating underlying tools and templates, including Theories of Change and reporting elements, defining required procedures and IT platforms and drafting RACIs.
  • Establishing an approach for M&E system launch and maintenance.
• Develop and maintain accountable and useful M&E systems for NORCAP projects, including SOPs, guidance and tools.
• Participate in the development of new NORCAP projects and proposals, including theory of change development, log frame design and budgeting for M&E.
• Advise and support NORCAP project managers in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
• Contribute to organizational learning through supporting specific analysis, lessons learned and reports.
• Capacity building and training of NORCAP project managers and M&E support staff on M&E technical and conceptual areas.
• Facilitate use of and learning from M&E data in and across project teams, units and on departmental level in NORCAP in coordination with the MEL Adviser.

• You have experience from establishing/working with M&E systems for complex organisations and competence on working with ToC models
• You get excited about developing results frameworks and M&E systems that are fit for purpose and useful to the people implementing them
• You know that both quant’ and qual’ is important, and you have worked with both – developing methodologies and tools, and using appropriate software for analysis
• You can manoeuvre the intricacies of establishing M&E systems for portfolios that ultimately aim toward a change for people on the ground, but that might work with limited and spread-out inputs across various actors – and that span a range of thematic areas and degrees of control.
• You have the right balance of being patient with colleagues who have competing priorities, while you encourage engagement and improvements in M&E practices
• You are pragmatic and flexible, and enjoy working in teams
