Background information - Regional Technical Roster

As the Asia Region (AR) continues to develop a pipeline for future projects, it is important that it has a fast and efficient way to engage with key technical roles to kick-start or to support operations in a timely manner. To that extent, the AR will establish regional technical rosters for key technical profiles with the aim to enhance efficiency in the recruitment process and quickly get experts on board.

This position is located in the Asian Region, Engineering Section in Country Offices. They are responsible for applying standard engineering practices and precedents in the design, construction, maintenance, repair and liquidation of structures, facilities and systems required to support, develop and oversee the UNOPS portfolio of programs and projects in Country Offices and to ensure that synergies between programs and projects are effectively developed UNOPS projects. Project could include post-disaster recovery, peace-building, health, and food security. UNOPS is expanding its infrastructure and procurement services in Country offices.

Besides fund management, Country Offices are also engaged with the implementation of physical infrastructure projects, including design, construction, and rehabilitation of health-related (clinics and hospital) and the procurement of medical equipment and supplies.

In order to support its response to the COVID-19 situation and its capacity to implement health related projects/programs, UNOPS is seeking qualified candidates for the position of Monitoring and Evaluation Specialist to be part of its roster of retainers.

The purpose of the M&E team/function is: 1. To monitor grant-implementation, the setting of targets, and the achievement of results 2. To provide strategic information for programmatic improvements and adjustments; 3. To support learning and the application of data to continuously improve the relevance, effectiveness, efficiency, impact and sustainability of the projects/programmes; 4. To report to the Board on results and progress of the Fund, and respond to other Donor needs; 5. To put in place data collection mechanisms to inform the Fund’s evaluation.

Functional Responsibilities

Under the guidance and supervision of the Project Manager and in close collaboration with the donors, the Monitoring, Evaluation (M&E) Specialist will perform the following functions:

Monitoring and Evaluation

  • Design, develop and roll out a M&E strategy for the projects in close consultation with the implementing partners, and in accordance with donors and UNOPS guidelines;
  • Formulate a results and logical framework for the Programme in consultation with donors and relevant partners
  • Develop and maintain a system that collates information on all projects that need to feed into the results and M&E frameworks
  • Conducting qualitative and/or quantitative data analysis.
  • Provide oversight and support on M&E and performance issues to implementing partners collaborating with UNOPS
  • Undertake site visits for Monitoring and Evaluation in accordance with the M&E plan
  • Ensure that implementing partners fulfill their M&E obligations, including enabling the participation of beneficiaries, and that recording and reporting systems are harmonized both among implementing partners and with national systems where possible;

Reporting:

  • Agree the reporting cycle and reporting requirements with donors and each implementing partner;
  • Develop standard monitoring, evaluation and reporting formats for projects based on the logical framework and reporting requirements;
  • Support the preparation of quarterly, semi-annual and annual progress reports to the donors and other partners.
  • Support the Mid Term Review, End Project Reviews and Annual Reviews and related reporting requirements; and
  • Together with the MIS specialist lead the development of a comprehensive MIS platform that will incorporate all the reporting requirements of implementing partners.

Communication:

  • Collaborate with the UNOPS Comms team in the elaboration of projects Communication and Visibility strategy and implementation plan that is in line with donors and UNOPS guidelines;
  • Ensure that all communication material, press and digital, include verified data prior to publication.

Knowledge Management:

  • Provide technical guidance for the implementation of the M&E plan, through training and other on-site support;
  • Develop process for knowledge management within the projects including recording of lessons learnt and standard methodologies;
  • Establish mechanisms to use projects knowledge and experience, including feeding into:

a) donors own programming;

b) programming by other donors in the sector, and

c) policy dialogue with government

  • Based on the monitoring and evaluation data, support the project in developing performance improvement plans; and
  • Build capacities of implementing partners in M&E through workshops based as needed.
  • Perform other duties as may be assigned by the Project Manager to support the implementation and oversight of the projects.

Networking/maintaining relationship:

  • Take part in meetings and/or workshops with government, communities and private sector partners to ensure improved coordination in monitoring and evaluation of the project.
  • Documentation (Knowledge management):
  • Lead the documentation of challenges, lessons learnt and recommendations for future learning and development of UNOPS MCO/CO.

Representation:

  • Regularly attend meetings and workshops and take proceedings of those meetings to enhance documentation and improve learning.

Programmatic support:

  • Work with program staff to resolve evaluation needs, and to craft appropriate data collection efforts to address ongoing programmatic improvement needs. Be responsible for the data collection, analysis, and presentation of data for evaluation.
  • Facilitate proposal development for additional engagements, involved in the review process, as well as ensuring that the proposal is critically-reviewed.
  • Support the identification of appropriate indicators and relevant data sources, and the development of data collection systems and tools.
  • Coordinate and be responsible for the development and maintenance of appropriate databases to accurately track data collected from various interventions across program activities. Ensure maintenance of data back-up and retrieval systems.

Education/Experience/Language requirements

Education

  • Master’s degree in Public Health, Social Science, or other related field is required. A Bachelor degree in related fields combined with additional two years of experience in a similar responsible position in developing countries is considered as equivalent.

Experience

  • Five (5) years of relevant experience with a Master’s degree (or 7 years’ of relevant experience with a Bachelor’s degree) in the design, development and/or implementation of monitoring and evaluation systems, preferably relevant to programs in humanitarian or development contexts is required.
  • Experience in health programmes is a distinct advantage.
  • Successful development and implementation of an M&E system at programme level.
  • Experience of implementing donor funded programmes in collaboration with Government ministries and development partners is required.
  • Experience in knowledge management related to projects is required.
  • Knowledge of database applications such as STATA, SPSS, or similar applications is advantageous.
  • Experience working in Asian Region is an advantage.

Language

  • Fluency and proficiency in English is required.
  • Proficiency in another UN language is desirable.

Certifications

  • Certification in Project Management (PRINCE2, PMI, etc.) is desirable.
  • Certification in monitoring and evaluation, communications, management and programme administration will be an advantage.

Additional information

This is a Technical Roster selection process, whose main objective is to prequalify candidates for different projects in different countries of the Asian Region. Candidates who have a successful selection process will be on the roster for a period of 36 months and may be contacted as needed by the projects.

The contracting modality will be defined according to the needs of the projects and specific assignments. Below are the contracting modalities that can be used:

  • Regular / Monthly Contract (ongoing): This contract is established in the form of a regular monthly contract, that is, a continuous provision of services is required during the contract period, making the payments associated with the contract at the end of each calendar month.

  • Retainer Individual Contractor Agreement (ICA): is issued for a period of time during which the services of the individual contractor may be required intermittently. It will specify a unit price (e.g. amount per day actually worked). For budgetary purposes, a monetary limit will be specified at the time the ICA is awarded and issued.

    • UNOPS shall have no obligation to obtain any minimum quantity of Services from the Individual Contractor during the duration of the retainer ICA.
    • Payment will be made only after completion of work (if any) or reaching agreed milestones.
    • A retainer ICA does not accord any exclusivity to the Individual Contractor with respect to the Services listed in the job description. UNOPS shall have no limitation on its right to obtain Services of the same kind from any other source at any time.
    • UNOPS Individual Contractors must comply with the standards of conduct required of a UN civil servant, when carrying out their official UNOPS responsibilities and also all other times. This includes the standards of conduct set forth in the UN Secretary-General’s Bulletin of 9 October 2003 entitled “Special Measures for Protection from Sexual Exploitation and Sexual Abuse” (ST/SGB/2003/13) and the UN Secretary-General’s Bulletin of 18 June 2002 entitled "Regulations Governing the Status, Basic Rights and Duties of Officials other than Secretariat Officials, and Experts on Mission" (ST/SGB/2002/9) as they may be amended from time to time.
    • UNOPS Individual Contractors must comply with all applicable UNOPS policies and instructions.   • Lumpsum (for specific products) - This type of contract indicates that a defined product or products must be delivered within a specific time frame. Payment for these services will be made as a full payment, upon completion and delivery of the product (s) and with the acceptance and approval of the same (s) by UNOPS.

  • Home Based contract: in this type of contract, the contractor will work mainly from his / her place of residence, and will only be required to travel to the place where the project is developed occasionally. The type of contract will be indicated at the time of sending the formal offer to the selected candidates.
