Organizational Setting

The FAO Representation in Yemen (FNYAR) is responsible for leading FAO's response to country priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the country. FAO Yemen has provided support not only to emergency agriculture programmes to ensure food security and improve agriculture production but has also supported early recovery and development programmes. Through its emergency and rehabilitation programmes, FNYAR has supported vulnerable crops, fisheries and livestock dependent households with technical support while also promoting sustainable land management practices, improved production techniques and technologies and marketing opportunities.

Reporting Lines

The Monitoring and Evaluation Specialist reports to the Monitoring and Evaluation Officer under the technical guidance of the Head of Programme and the overall guidance of FAO representative.

Key Results

Coherent, integrated, and effective monitoring, evaluation, accountability, and learning system to support the planning, development and implementation of programmes, projects, products and services.

Tasks and responsibilities

• Supports programme development and project design by engaging in needs assessments, review and analysis of issues and trends, preparation of evaluations or other research activities and studies; • Contributes to process and results monitoring, quality control and verification of project implementation to ensure that the delivery of interventions, inputs and technical backstopping are done in a timely manner and according to project work plans and schedule; • Prepares delivery estimates, pipeline reviews and project related reports (progress and terminal reports) in collaboration with Programme, Technical, Reporting, Information Management and Operations teams; • Supports the provision of backstopping to consultative and other meetings and conferences, including contributing to proposing agenda topics, identifying participants, preparation of documents and presentations; • Assists and/or participates in large, complex field monitoring or assessment missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries; • Any other tasks

Specific Functions

• Contributes to the strengthening of the FAO Yemen CO M&E system under the to ensure that it can support the programming, monitoring, reporting, communication, accountability and learning needs under the Country Planning Framework/Plan of Action, UNSDCF, HRP and individual projects. • Contributes to the gathering and analysis of information, data, statistics, and/or trends for the preparation of plans, strategies, reports, policies and/or other products; • Supports the timely collection, analysis and availability of data for performance/ indicator target-setting, tracking and measurement (baselines, milestones/periodic updates, endlines) to monitor the progress and results of FAO and UN programmes and projects (including the HRP and UNSDCF); • Participates in related UN M&E coordination structures including United Nations Sustainable Development Cooperation Framework (UNSDCF) and Humanitarian Response Planning (HRP) working groups; • Facilitates capacity building of FAO, implementing partner and national institutional staff/personnel in areas of her/ his knowledge as required.

Minimum Requirements

• University degree in development related studies or public health; • At least five years of relevant experience in monitoring and evaluation/knowledge management; strategic planning, or project design, monitoring and evaluation and development M&E frameworks or any related field. • Working knowledge of English (level C) and limited knowledge (level B) of another FAO official language (Arabic, Chinese, English, French, Spanish or Russian) is required.

Technical/Functional Skills

• Extent and relevance of experience in supporting, advising and guiding the implementation of complex, multi-stakeholder projects • Training in monitoring and evaluation or information management systems; • Ability to develop plans for the implementation and coordination of project operations in developing countries, in partnership with UN agencies, NGOs and other concerned actors; • Extent and relevance of experience in programme/project formulation, analysis, planning and implementation • Understanding of FAO policies and programmes is considered a strong asset; • Extent of experience in formulation, implementation and monitoring of projects; • Familiarity with UN administrative, operational, and financial procedures is an asset.
