UNDP Lesotho was established in 1976 as a development partner to the government in response to the nation's development challenges, and attainment of the SDGs. UNDP provides technical advice, access to its global knowledge networks and financial support to implement government development frameworks with particular emphasis on boosting capacity development and promoting the national efforts to eradicate poverty and attain the Sustainable Development Goals. The current Country Programme Document (CPD) focuses on three programmatic streams: (a) governance, accountability, social cohesion and stability; (b) sustainable and inclusive economic growth; and (c) environmental sustainability, climate change and resilience. The programme seeks to leverage synergies with other United Nations agencies and contribute to the achievement of the Sustainable Development Goals. A new CPD 2024 – 2028 is being formulated, The CPD will be fully aligned to the UN Sustainable Development Cooperation Framework (UNCF) for Lesotho, covering the same period, which is itself being developed in alignment with the now extended National Strategic Development Plan (NSDP II) Overall, the Monitoring & Evaluation (M&E) Specialist will support the programme team in ensuring the development of an adequate framework for result-based monitoring and reporting in support of overall CPD monitoring and evaluation actions. In collaboration with the Programme and Operations Teams in the CO, UNDP Evaluation Office staff and Government officials.

Under the overall supervision of Deputy Representative for Programme and day to day guidance of Programme Specialist: Governance: Inclusive Growth and Energy & Environment, the M&E Specialist will undertake the following tasks: Support the drafting and Implementation of the CPD 2024 – 2028: • Support the drafting of the CPD, especially section on M&E, following CPD development guidance; • Elaborate the CPD Results and Resources Framework (RRF); • Provide support to the CPD consultant to facilitate workshops and consultations to discuss and analyze the key thematic issues for the new CPD; • Provide research support to the CPD consultant for the preparation of a first draft of the CPD, Theory of Change, and the Results and Resources Framework (RRF); and any other research support needed to finalized the CPD after inputs and comments from the Regional Bureau.

Review M&E system and procedures in the Country Office and devise a re-invigorated M&E system • Develop a comprehensive M&E plan and that ensures annual work plans and annual reports are submitted in a timely manner; • Design a M&E system that enables results-based management and report aligned to RRF; • Develop CO SoP on project and programme monitoring and evaluation including reporting; • Undertake general and targeting capacity building and training.

Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results: • Identification and consolidation of lessons learned from evaluations and studies and integration into CPD formulation process; • Enhance knowledge/skills of specific staff in UN agencies on existing approaches and methodology so as to provide timely technical assistance to all partners in the area of Results based M&E; • Participation in Independent Country Programme Evaluation process and integration of lessons learnt and recommendations into the CPD formulation process.

Monitoring and Evaluation with a background and interest in the analysis of socio-economic issues and related policy matters; • Experience working with UNDP, other UN entities, donor organizations or development organizations is an asset; • Must have a high level of computer literacy, competent in MS Office and good technical report writing skills; • Knowledge of statistical tools is an asset.

Lesotho is a landlocked country and entirely surrounded by the Republic of South Africa. It is 30,355 km2 in size with a population of 2.2 million. About one quarter of the country has altitudes of between 1,500 and 2,000 metres. Because of its altitude, Lesotho remains cooler throughout the year than other regions at the same latitude. Most of the rain falls as summer thunderstorms. Maseru and surrounding lowlands often reach 30 °C in summer. However, due to current climate change conditions, the weather conditions keep changing such that there may be four seasons in one day at times. The rural highlands are less developed, and winters are severe with heavy snowfalls that often cut off the population from access to basic social services such as health. Lesotho is a lower middle-income country whose economy is based on diamonds exported all over the world and water sold to South Africa, manufacturing, agriculture, livestock, and to some extent the earnings of Labourers employed in South Africa. About 40% of the population lives below the international poverty-line of US$1.25 a day. The constitution of Lesotho protects basic civil liberties, including freedom of speech, freedom of association, freedom of the press, freedom of peaceful assembly and freedom of religion. Maseru is the capital and the largest city in the country with a population of approximately 500,000 people. Basic goods and services including health facilities, public transport, telecommunication and banking services and educational facilities are readily available. The main airport is King Moshoeshoe III about 15 km away from the city.
