Organizational Setting

This position is located in FAO Representation to Lesotho, based in Maseru. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural , fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The Monitoring and Evaluation Specialist will work under the overall supervision of the FAO Representative for Lesotho and direct Assistant FAOR (programme).

Technical Focus

The Monitoring and Evaluation Specialist will work with team members on Data collection, validation, analysis, progress monitoring and tracking, ongoing and terminal evaluations, planning, reporting, quality assurance and training.

Tasks and responsibilities

• Adapt the project log frame in accordance with changing circumstances. • Develop project Monitoring and Evaluation Framework and facilitate its revision as and when required. • Facilitate the mid-term evaluation of the project • Design M&E toolkits with data collection instruments (for sentinel surveys, household surveys, community interviews, key informants, FGDs) to be used by stakeholders. • Development of data entry templates and carryout data analysis for project components. • Participate in UN wide M&E working groups and Organizational Results Groups • Contribute to the preparation of project profiles, concept notes and full-fledged project documents. • Prepare periodic progress report for the project – Annual Report and other ad hoc reports as requested by resource partner. • Contribute to the preparation of travel plans and undertake field missions accordingly. • Prepare periodic progress report against log-frame (including activities in log frame). • Ensure that all M&E related information is appropriately documented, stored and accessible. • Facilitate weekly meetings for monitoring of delivery of project activities. • Document lessons learnt

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in Monitoring and Evaluation, Agricultural Economics, Statistics, Project Management, or related field • A minimum of 5 years of relevant progressive experience working in monitoring, evaluation, information and knowledge management systems • Working knowledge (level C) of English. • National of Lesotho.

Technical/Functional Skills

• Computer literacy with demonstrated use of word processing, database, and presentation software (Word, Excel, PowerPoint etc.) is essential; • Experience with database development and management in MS Access, project management, mapping, and statistical analysis software (MS Project, SPSS, Stata, SAS or similar) is a plus point. • Excellent writing skills and analytical mind • Demonstrated ability to conduct research • Ability to work independently, with initiative and minimal supervision • Good knowledge of common administrative and financial rules and regulations • Good knowledge of communication and documentation standards • Display initiative and take responsibility for achieving agreed outputs within set deadlines and closely follow-up until successful outputs are achieved. • Continue to seek new, innovative and improved methods and systems for accomplishing the work assigned. • Identify and recommend remedial measures to address problems in systems design or implementation • Demonstrated developmental work experience in programme planning, undertaking assessments, and conducting baseline studies, reporting (communication) and knowledge management.
