You have:
- At least five years of relevant professional experience in planning/design, monitoring, results measurement, evaluation, accountability, information/knowledge management, action research and reporting in an international development setting, preferably with UN
- University degree in a discipline relevant to the mandate of the organization and the duties listed
- Working knowledge of English and Bangla
- National of Bangladesh
Organizational Setting
The FAO office in Bangladesh intends to provide technical assistance to the public sector stakeholder institutions in Bangladesh to facilitate the implementation of Smallholder Agriculture Competitiveness Project. , the overall aim of this project is to strengthen the capacity of implementing agencies to successfully implement the project and reach the expected results. The Government of Bangladesh has assigned four institutions to implement the project. These are the Department of Agricultural Extension (DAE), Bangladesh Agricultural Research Institute (BARI), Department of Agricultural Marketing (DAM) and Bangladesh Agricultural Development Corporation (BADC). DAE will be the lead agency under overall supervision of the Ministry of Agriculture (MoA).
Reporting Lines
The incumbent will work under overall supervision of the FAO Representative in Bangladesh, direct supervision of the Senior Technical Adviser (STA) – SACP, and technical supervision of FAO Bangladesh M&E Specialist.
Technical Focus
The incumbent will support the implementation of project’s monitoring, evaluation and knowledge management activities with a close coordination with the implementing agency focal points.
Tasks and responsibilities
• Assist the SACP-PMU (Project Management Unit) with the development / review of the benefit M&E indicators and analysis • Support with the development of frameworks, guidelines and tools related to planning, monitoring, results measurement, evaluation, information and knowledge management • In close coordination with KM&E Specialist and Senior Monitoring Officers support the development / adaptation of relevant tools for monitoring and assessment data collection using handsets and integration with the MIS system for real-time results tracking for management support • Support and coach relevant field staffs in the use of the mobile data collection tools in close coordination with relevant counterparts • Advise on the adaptation of the MIS in particular its forms, reports and dashboards as well as mobile data collection application • Support with the analysis, interpretation and reporting M&E data • Provide support to the drafting of success stories, good practices factsheets, learning briefs and other knowledge products, using the most relevant source of data and evidence in liaison with relevant counterparts • Identify needs, develop and implement of training and coaching activities of the SACP M&E team to ensure they are technically capable to use, operate and maintain the MIS, as well as analyze and use the M&E data for programming and planning • Support PMU in providing real-time information on project progress for Project Steering Committee, supervision mission and evaluation / review along with preparing management response as necessary • If requested by SACP, provide additional technical support on the M&E system maintenance, operation and use as well as planning for learning events and activities • Develop and roll-out the UTF project M&E system in line with the project’s results framework and work-plan and provide six-monthly progress reports to the STA for incorporation in the project progress report • Establish and maintain relationships with other national partners, stakeholders and other relevant development projects in the country and serve as the key focal point for the Project, and represent the project in relevant workshops and fora • Support timely preparation of technical assessment, progress and terminal report • Plan, organize and manage and provide technical guidance based on results and lessons learnt for the implementation and review of the project • Provide periodic project specific information on Country Programming Framework and Agricultural Transformation Cluster for the CO M&E system • Support establishing Feedback and Complain Response Mechanism within the project in line with the established Standard Operating Procedures • Participate and contribute to the FAO Bangladesh MEAL Unit’s in-house learning process and peer support mechanism as part of the overall programmatic approach. • Work with the STA in the recruitment of relevant short-term national and international specialists

Technical/Functional Skills
• Demonstrable knowledge and experience in working with agricultural and market development projects, preferably in the coastal areas of Bangladesh • Ability to deliver training sessions, work effectively and collaborative with government officials and diverse range of counterparts and stakeholders with humility and acting as a mentor to other component staff and director • Willingness to work as a team member with multicultural and multidisciplinary team of experts • Willing to undertake intensive field works • Ability to work independently and proceed with objectives of the assignment work under pressure and meet deadlines; • Self-motivation, willingness to learn and good work ethics • Excellent computer literacy, on Microsoft Office, Access, Project, Arc/QGIS, Tableau/PowerBI, Kobo/ODK/SurveyCTO, SPSS/Stata/R Studio is required • Excellent written and verbal communication skills in English and Bangla
