Organizational Context and Project Description Together with the Government and other partners, UNFPA-Bolivia is currently implementing a programme called ¨Promoting Gender Equality for the Exercise of Sexual and Reproductive Rights of Adolescents in Bolivia (2021-2025)¨ through a grant arrangement with the Korean International Cooperation Agency (KOICA). This initiative aims to reduce the teen pregnancy rate through increased access of adolescents to information and services in Sexual and Reproductive Health (SRH), and increased awareness and capacities of service providers on Gender-Based Violence (GBV) prevention and response, including promotion of the Comprehensive Sexuality Education with families, teachers and adolescents. The project has been implemented in four targeted municipalities in La Paz and Cochabamba. The main stakeholders of this initiative are Ministries of Health, Education, Public and Justice; Departmental and Municipal Governments; non-governmental organizations (NGOs) and other national stakeholders. Furthermore, UNFPA closely work together with other UN agencies such as UN women and UNICEF within its CPD and UNDAF (the UN Development Assistant Framework) to support the national, regional, and international priorities (e.g. National Socio-economic Development Plan, Sustainable Development Goals, Montevideo Consensus on Population and Development, etc),

Within the delegated authority and under the supervision of Programme Analyst M&E or his/her designated mandated representative(s), the UN Volunteer Monitoring and Evaluation Expert: 1. Provides support to Programme Officers and technical personnel to ensure that they perform their results based M&E tasks i.e. data collection and reporting on output indicators, results based field monitoring to assess the quality of outputs and outcomes; and monitoring of other operational and financial indicators for the KOICA-supported initiatives. 2. Support the programmatic areas with development of work plans, monitoring of planned activities and expenditures to track programmatic progress towards indicators, and resultbased reporting to donors, in close coordination with programme, operations and communications teams. 3. Design, implement, and manage internal information management systems for effective and efficient project monitoring and reporting. 4. Contributes actively to the development and quality control of work plans, budget, expenditure reports, and travel and procurement plans, to strengthen the adoption of a Results-based management and M&E approaches. In doing so, ensure that a human right-based and genderresponsive approaches are incorporated, with focus on ¨leaving no one behind. ¨ 5. Based on the periodic monitoring of the agreed work plans, provide recommendations on corrective measures to improve overall project performance; 6. Supports the design and implementation of tools to systematize data and key information related to the Project to be used by UNFPA team and its implementing partners. This also includes proposing tools or methods that facilitate data analysis and visualization to be used in donor reports and joint annual planning process. 7. Together with programme colleagues, performs field visits to monitor the project activities, ensuring quality and accuracy of collected or reported data. 8. Drafts project-related documents such as periodic reports, concept notes, and other KOICA required documents, ensuring the quality and timely delivery. 9. Contributes to the preparation of Terms of Reference (ToR) for research to be conducted within the Project framework of the KOICA-supported program. 10. Provides technical support and capacity development activities for the UNFPA team and implementing partners for effective use of planning, monitoring and reporting tools and the Result-based management. 11. Promotes knowledge generation and sharing, and continuous learning from knowledge, capturing lessons learned and good practices based on evidences. 12. Coordinate and participate in other M&E activities in the office or meetings with the donor and partners as needed. Results/expected outputs As an active UNFPA team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNFPA and its beneficiaries in the accomplishment of her/his functions, including: Timely monitoring and reporting of the Project to the donor. o Innovate data collection, analysis, dissemination and information management tool systems or products developed and implemented. o Ensure effective technical support in monitoring and reporting, including capacity strengthening of UNFPA team and implementing partners in result-based management. Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

In M&E, preferably within the UNFPA´s areas of work such as SRH, prevention of gender-based violence, adolescents/youth, and/or Population and Development at at the national and/or international level. Experience working in the UN or other international development organization or NGOs is an asset. Proficiency in data management and visualization software applications or advanced Excel skills are strong assets. Excellent oral and written skills; excellent drafting, formulation, reporting skills including analytical writing; Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;

This assignment is funded through a project funded by the Government of Korea, therefore candidates must be Korean nationals.

La Paz is a city and municipality located at the west of Bolivia, seat of the Bolivian government and the legislative and executive branches, although the capital according to the Constitution of the State is Sucre. The altitude of the city center is approximately 3,650 ml (meters above sea level) The climate according to its geographical location is mountain. Along with the city of El Alto, the largest urban nucleus and town of Bolivia, with 1,800,687, according to the last census of population and 2012. Security: Bolivia is in Phase 1 - precautionary - Safety Plan of the United Nations, this means that routine activities are carried out normally and is required to report travel inside and outside Bolivia. However, due to the COVID-19 Pandemic, the UN agencies mostly maintained the teleworking of staff, with restrictions to traveling and face-to-face meetings. The UN level COVID-19 risk management task force is evaluating the situation to adjust the recommendation. When necessary to travel or go to the office for work, taking strict biosecurity measures is mandatory. Bolivia is a unique country. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
