Organizational Setting

FAO is seeking for a competent National Monitoring and Evaluation Specialist to develop an updated M&E framework that contains changes to the monitoring and evaluation frameworks of FAO Representation in the United Republic of Tanzania. He or She will be responsible to build national capacity for the implementation of the M&E framework.

Reporting Lines

The Monitoring and Evaluation Specialist will work under the general guidance of the FAO Representative and direct supervision of Assistant FAO Representative (AFAOR - Programmes) in the United Republic of Tanzania (URT).

Tasks and responsibilities

Under the overall supervision of the FAO Representative in Tanzania and working closely with the Assistant FAO Representative

(Programmes), the Monitoring and Evaluation Specialist will perform the following duties:

  • Develop, implement and review FAO Tanzania monitoring and evaluation system, which include developing M&E work plans, designing monitoring and reporting tools, templates and guidelines;
  • Manage the M&E functions of all FRURT programmes & projects and provide updates and milestones of progress on a quarterly, bi-annually and annually basis
  • Facilitate the development and review project work plans to ensure implementation and reporting;
  • Analyse monitoring data and produce reports that show progress in achievement of outputs and outcomes, bottlenecks for not achieving results and recommendations for improvement
  • Liaise with communications officer and AFAOR – Programmes to document good practices, success stories and lessons learned for organizational learning and improvement;
  • Take lead in the maintenance of M&E systems; including tools, databases as well as the continuous provision of information from monitoring data;
  • Contribute to the design and implementation of various evaluation studies (Formative, summative and Impact evaluations)
  • Monitoring of FRURT Resource Mobilisation efforts towards the CPF and regularly provide progress reports on this aspect
  • Design monitoring tools to support easy identification of impacts of training undertaken through various FRURT projects
  • Contribute to the development of project concept notes (CNs), proposals, detail implementation plans
  • Facilitation of knowledge building and knowledge sharing through organizing learning sessions
  • Effective lead co-ordination of the Zanzibar Joint Programme activities among the participating agencies
  • Work closely with the Programme team, to undertake monitoring of FAO’s UNDAP activities and assist in the preparation of monthly, quarterly and annual implementation reports as per UNDAP requirements
  • Undertake other duties as assigned by the supervisor

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in Monitoring and Evaluation, Social sciences; Development studies; agriculture or related Social Sciences field or equivalent with good understanding of monitoring and evaluation and conducting research studies
  • At least five years of experience in designing and conducting independent development M&E frameworks, desk studies and/or research of development programmes and advocacy in the monitoring arena;
  • Fluent in English and Kiswahili
  • National of Tanzania.

Technical/Functional Skills

  • Excellent communication skills (written and oral) in English and Swahili are required; Working knowledge of another UN language a distinct advantage
  • Additional training in policy or strategy development will be an asset
  • Prior experience in livestock policy and strategy at national level
  • Demonstration of ability to manage projects and resources efficiently and in a timely manner;
  • Excellent communication skills, including ability to write proposals, documents and technical reports;
  • Good facilitation skills and ability to conduct community level workshops/seminars;
