Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority and under the supervision of the Project Managers (PM), the UN Volunteer M&E Specialist is responsible for the development and implementation the “COVID-Resilient Elections in Timor-Leste (CORE-TL)’ M&E Plan, and to manage the development of project reports, in accordance with the UNDP Results Based Management (RBM) Guidelines and Evaluation Policy.

The M&E Specialist is expected to carry out the following functions:

  • Develop the M&E Plan for the CORE-TL project in cooperation with the Project Team;
  • Establish the required monitoring and evaluations systems and tools to track, monitor, and evaluate the progress and results of the CORE-TL project in accordance with the M&E Plan;
  • Ensure the project is in compliance with the UNDP established corporate policies and procedures related to RBM;
  • Develop monthly, quarterly, annual, final, and ad hoc project and donor reports in with UNDP/donor formats and standards;
  • Support the production of analytical and technical documents, including briefing notes, knowledge products, concept notes, etc.;
  • Coordinate with partners and government counterparts on their M&E responsibilities ensuring their timely implementation of monitoring requirements;
  • Prepare and manage the final evaluation of the CORE-TL Project;
  • Provide technical support and guidance on knowledge management and capacity development of the Project Team;
  • Coordinate with Communication Staff to assist and provide the necessary information for the project’s communication and visibility.

Master degree or equivalent

Experience remark:

  • At least 5 years of relevant experience in international development programming, with at least 3 of the years focused on monitoring, evaluation, and reporting of development programmes/projects, with proven implementation experience and comprehensive knowledge of all aspects of the project cycle results-based management.

    Experience of election and democratic governance related projects is an asset.

Language skills:

  • English(Mandatory), Level - Fluent
  • Tetum(Optional), Level - Working Knowledge
