Background Information – Asia Regional Health Cluster

The Asia Regional Health Cluster (ARHC) was established in 2018 for efficient delivery of grants and fund management, and the provision of quality pharmaceuticals and health products. The ARHC aims to significantly impact the targets of UN Sustainable Development Goal 3 on good health and well-being, by expanding the population benefitting from UNOPS-managed health-related engagements across the Asia Region.

The ARHC portfolio manages the PR Programme of the Global Fund, which has been providing financial support to the GMS countries for Malaria programs since 2003. Global Fund has selected UNOPS as a regional PR, responsible for delivering the targets set out in the grant agreements in collaboration with selected sub-recipients (SRs) from the National Programmes, local and international NGOs, the private sector and other UN agencies. UNOPS in Cambodia is currently the Principal Recipient programme (PR) for the Regional Artemisinin Resistance Initiative (RAI).

Background Information - Job-specific

The Principle Recipient programme (PR) under the UNOPS Asia and Pacific Regional Office has been established to support, develop and oversee UNOPS’ programmes implemented with Global Fund financing in the Region to ensure that synergies between different programme components are effectively developed.

The PR’s Cambodia team works in close cooperation with all PR teams in the Region, managing all grants in a coordinated fashion, including country grants for the Global Fund to Fight AIDS, Tuberculosis and Malaria as well as Regional Principal Recipients of GFATM regional grants for Greater Mekong sub-region (Cambodia, Laos, Myanmar, Thailand and Vietnam).

ARHC under AR is implementing a multicountry GFATM funded Malaria grant for the period of Jan 2021 - Dec 2023. The M&E Specialist will be responsible for developing strategic plans, concept notes, work-plans, and budgets.

  • Conduct SRs programmatic and M&E capacity assessment
  • Support CNM, CSOs, PHDs, and ODs on preparing quarterly/ 6 monthly implementation plans and budgets. (Bottom-up work plans).
  • Work closely with CNM and CSOs on data management to assess progress and identify gaps for remedial actions.
  • Support CNM/CSO and sub-national levels in finalizing Population census, LLINs distribution micro plans, and supervise distribution at community levels.
  • Participate and contribute to the country level TWG ( diagnosis and treatment, surveillance, IEC/BCC, Vector control, and PSM working groups).

Functional Responsibilities

1. Grantmaking and reprogramming: - Analyzing the situation of the current project, beneficiaries, issues, and the national planning for Malaria; - Developing Performance Framework for PR-UNOPS, Principle Implementing Partner, and all SRs; - Contributing inputs in the forecasting of commodities for procurement; - Contributing inputs in the estimation of the project budget.

2. Report Reviews. - Review progress update reports/disbursement requests submitted by the grant recipients as per the grant agreement; - Verify/crosscheck grant recipient and implementing partners' primary records (supporting documents submitted) for accuracy and completeness with the summary internal/external reports prepared by the grant recipients and implementing partners; - Debrief grant recipient and implementing partners' staff on the main findings from the UNOPS verifications; - Cross verification of M&E and health/programmatic data with financial, management, and procurement data; - Conduct comprehensive programmatic and M&E analysis and reflection in the programmatic and M&E related sections of the obligatory reporting template;

3. Implementation Reviews: - Organize and lead the grant recipient assessments/programmatic reviews to provide informed and independent professional advice to the program and ME Specialist about the capacity of recipients to effectively manage and implement the donor grant funds from a programmatic perspective; - Conduct regular (preferably monthly) and ad hoc visits to the grant recipients and implementing partners to monitor implementation of the projects (including training and other key events) and prepare corresponding reports; - Carry out regular monitoring of grant recipient and implementing partner performances and verify the implementation status of the program and the progress towards reaching set program targets; - Review and revise the implementation planning documents during grant implementation (work plan, budget, procurement plan, M & M&E plans, and others) and provide an opinion on proposed program implementation changes. The changes might affect the attainment of program objectives and proposed budget reallocations; - Undertake preliminary quality assurance of the LFA programmatic/ M&E deliverables to be submitted to the donor to ensure that these are in line with contemporary professional standards; - Plan, prepare and lead data verification and data quality exercises, including travel to monitor the status of grant implementation at sub-national levels (PHD/OD/HFs, and communities); - Monitor and inform the program and ME Specialist of any developments within the country's health system which may affect the performance of the grants; - Immediately raise all suspicious acts, transactions, and activities, and processes that may pose potential risks, misconduct, mismanagement, misuse, and frauds by grant recipients and implementing partners to the attention of the team leader; - In conducting the above tasks, ensure that relevant guidelines and policies are adhered to, including the ones which are related to M&E and programmatic/health functional areas. The respective international guidelines (i.e., WHO) shall also be consulted and followed.

4. Management & client relations: - Supervise and closely monitor the work of any LFA team (program and M&E staff); - Ensure that all teamwork, includes inputs of all technical staff, is of high quality and completed within the timeframe and as per guidelines set by the donor; - Responsible for completion of the performance management process for assigned staff; - Contribute to the annual scope of work, cost proposal, and the consequent annual work plan of team activities; - Foster an atmosphere of team spirit, mutual respect, and professional independence within the team; - Assist UNOPS management in grant negotiations; - Assist UNOPS management in grant closure activities; - Demonstrate an overall understanding of the grant architecture and in-depth knowledge of all team activities required to be performed as described in the donor manual; - Remain updated on donor guidelines and procedures, timeframes for completion of team activities, and the forms and templates to be used in the field of work; - Perform other duties as per the donor manual and as assigned/ required.

Education

  • Advanced University Degree in health/public health, health economics, epidemiology or other related fields.
  • A combination of Bachelor’s degree with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

    Certification

  • STATA or MATLAB is desirable.

Experience

  • A minimum of 5 years of relevant experience in monitoring and evaluation, including qualitative and quantitative techniques, from which 3 years must entail database management is required.
  • Experience in training and capacity building is desirable.
  • Experience with the online survey is an asset.
  • UN experience is an asset.
  • Fluency in multivariate statistical analysis, including quasi-experimental and experimental is desirable.
  • Approaches and sampling theory; ability to program in STATA or MATLAB desirable.
  • Knowledge of an open-source statistical computing language is preferred.
  • Proven ability in drafting clear and concise analytical reports and presentations is desirable.
  • Proven ability to manage remotely and support country-based focal points/teams in data collection is desirable.
  • Excellent writing and analytical skills would be an asset.

Languages

  • Fluency in English and Khmer is desired.

Contract type, level and duration

Contract type: Local Individual Contract Agreement (LICA) Contract level: LICA 10 /ICS 10 Contract duration: Open-ended, Subject to organizational requirement, availability of funds and satisfactory performance. Duty station: Phnom Penh, Cambodia. Phnom Penh city is a family duty station.
