New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

The United Nations Office of Counter Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandate across the United Nations System; (b) enhance coordination and coherence across the 38 Counter- Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter- terrorism efforts; and ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The United Nations Counter-Terrorism Centre (UNCCT) is part of UNOCT and promotes the delivery of United Nations capacity building assistance to Member States.

This is a position in UNOPS for supporting projects carried out for or in the United Nations Office of Counter Terrorism (UNOCT). The position supports the work of the UNOCT/UNCCT Global Programme on Prosecution, Rehabilitation and Reintegration (PRR) and the UNOCT/UNCCT Global Programme on Preventing/Countering Violent Extremism (PCVE). The incumbent of this position will be a personnel of UNOPS under its full responsibility.

Functional Responsibilities

The Monitoring and Evaluation Advisor will provide technical guidance as follows: - Implement the monitoring and evaluation frameworks for the Global Programmes on PRR and PCVE; - Conduct a mid-term evaluation of the Violent Extremist Prisoners Project; - Ensure monitoring and evaluation components are well integrated into programme implementation plans, taking into consideration gender and human rights issues; - Design and implement relevant and effective data collection methods; - Review, analyze and interpret responses, identify problems/issues and prepare conclusions; - Contribute to project design, planning and reporting, particularly in measurement and evaluation activities; - Develop bespoke training modules on M&E and impact assessment, as part of UNCCT technical assistance package for potential beneficiaries, including drafting of the concept note, designing the training methodology and adapting the training as required; - Draft reports of each training and technical assistance activity, including analysis and assessment of lessons learned and options for improved future delivery, as well as pre/post assessments; - Work closely with the Programme Managers, staff and consultations to ensure a cohesive M&E approach; - Support Programme Staff and Consultants to increase their technical capacity in the area of research, monitoring, and evaluation, and/or other relevant partners; and - Work to ensure the Programmes’ M&E frameworks are aligned with UNCCT’s M&E approach.

Monitoring and Progress Controls

The specialist will:

  • Implement the Measurement and Evaluation frameworks of the two Global Programmes;
  • Contribute to the continued development and incorporation of good practice and lessons learned into the M&E frameworks, and the design and delivery of programme activities;
  • Ensure monitoring and evaluation components are well integrated into implementation plans, taking into consideration gender and human rights issues;
  • Deliver, and provide direct assistance for the delivery of capacity building activities, including regional, national and subnational workshops and technical assistance in the area of M&E.

  • Bachelor’s degree with experience may be accepted in lieu of an advanced degree.

**Required work experience:****

  • A minimum of five (5) years of progressively responsible experience in design, monitoring and evaluation of projects/programmes is required.

  • Experience in results-based management of programmes is highly desirable.
  • Experience running large and small capacity building workshops in M&E, designing and providing technical assistance to a range of audiences, including to senior government officials would be an asset.
  • Experience working in diverse country contexts would be an asset.
  • Experience in evaluation of highly complex and sensitive global issues, such as Prosecution, Rehabilitation and Reintegration or Preventing Violent Extremism, would be an asset.
  • A minimum of two years working experience with multilateral organizations is desired

    Language

  • Fluency in oral and written English is required.
  • Knowledge of another official United Nations language is an asset.
