This is a position in UNOPS for supporting a project titled “EDIN: Empowering Dialogue Through Interfaith Networks”, co-implemented by the United Nations Alliance of Civilizations (UNAOC) and the United Nations Office of Counter Terrorism (UNOCT/UNCCT). The incumbent of this position will be personnel of UNOPS under its full responsibility.
EDIN is a pilot project launched in January 2021, through which UNAOC and UNOCT/UNCCT aim to provide young religious leaders, representatives of faith-based organizations and young media makers with a peer-to-peer learning space and build their capacity to prevent sectarian violence and counter terrorist narratives, using efficient communication tools and strategies to reach their community. A series of capacity-building activities enhances participants’ competencies that help to debunk hateful discourse and promote inter-religious understanding as key to social cohesion. Participants worked on creating and implementing social media campaigns targeting various audiences across Europe, the Middle East and North Africa. Their campaigns aim to highlight positive examples of peaceful coexistence and interfaith harmony among three Abrahamic faiths, and celebrate diversity, promote inclusion and tolerance, address radicalization, hate speech, prejudices and biases, extremist views about ‘the other’ and related violence. They offer counter narratives that will help build respect and mutual understanding, and celebrate shared values between the faiths, fostering social cohesion within societies. EDIN’s participants are 11 females and 9 males of the ages of 20 to 35 from Europe and MENA regions (Bosnia and Herzegovina, Egypt, France, Germany, Ireland, Italy, Lebanon, Norway, Saudi Arabia, UK and Ukraine). The first edition of the pilot project focuses on Christianity, Judaism and Islam. Subsequent iterations of the project may expand to other religions, faiths or regions of the world.
Functional Responsibilities
Under the supervision of the Institutional and Member States Relations Advisor the Monitoring and Evaluation Senior Officer - [External Evaluation Specialist] will:
- Review documents and materials provided by UNAOC regarding the EDIN project, including: project proposal/design, implementation plan, selection process documents, workshops materials, schedules of the project, participants’ survey responses, etc.
- Review and analyze 17 social media campaigns conducted by 20 EDIN participants on social media and reflected on the EDIN’s micro-site.
- Conduct phone or virtual interviews with relevant UNAOC and UNOCT/UNCCT employees, 4 trainers and 20 EDIN participants to seek their views on project design, effectiveness and lessons learned; apply other relevant and effective data collection methods to conduct the evaluation of the project;
- Prepare and submit a comprehensive report, that will include an independent assessment of the EDIN’s design, quality and outcomes/results; lessons learned and recommendations on the way forward with the EDIN’s planning and execution, drawing on robust and transparent evidence;
- Present key findings and recommendations of the external evaluation to UNAOC and UNOCT/UNCCT and remain available for any follow up questions in relation to the final report content and key recommendations.
3. Monitoring and Progress Controls
- Milestone 1: Desk review, submission of a draft report structure (November 1, 2021);
- Milestone 2: Data-gathering activities, interviews, analysis of 17 social media campaigns, submission of a draft external evaluation report, holding a round of consultations with UNAOC/UNOCT/UNCCT to receive comments and feedback (February 1, 2022);
- Milestone 3: Submission of a final external evaluation report and delivering a (virtual or in person) presentation of its key findings and recommendations to UNAOC and UNOCT/UNCCT (February 21, 2022).
The final report will follow the proposed structure and will contain, at least: an executive summary; an introduction (with the background, general data and objectives of the evaluation); the description of the evaluation object and its context; the methodological approach and techniques (questions and evaluation criteria, methodology and techniques applied, and conditioning factors of the evaluation performed); the analysis and interpretation of the information collected and the results of the evaluation; the conclusions of the evaluation in relation to the evaluation criteria; the recommendations; the actions undertaken to disseminate the evaluation; and, where appropriate, annexes.
