UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF), and acting as the Principal Recipient for the Global Fund in Myanmar. UNOPS provides procurement, infrastructure, and project management services to a wide range of organisations in the country, including international development partners, other UN agencies, NGOs, and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Access to Health Fund

The Access to Health Fund aims to improve Health outcomes for vulnerable populations in conflict-affected areas of Myanmar. The Fund works with Ethnic Health Organizations, national and international NGOs, the United Nations, and other partners to increase people’s access to health-services (maternal, newborn and child health, combating HIV and AIDS, tuberculosis and malaria) and to strengthen health systems. The Access to Health Fund is supported by four donors - the United Kingdom, Sweden, the United States, and Switzerland.

The Access Fund Management Office (FMO) is responsible for the execution of the Fund’s Monitoring and Evaluation strategy. The post is located in the Fund Management Office which comprises 60 staff members organised in the following teams: Strategy, Programmes, Monitoring and Evaluation, Fund Director’s Office, Communications, Programme Management Office, and Procurement.

The purpose of the Monitoring and Evaluation function is:

  1. Results and performance. Set targets and monitor progress and implementation of grants and of the Fund as a whole, and the achievement of results; assess the performance of geographic and thematic portfolios; report results to the Fund Board
  2. Strategic information. Provide strategic information for programmatic improvements and adjustments
  3. Learning. Support learning and the application of data to continuously improve programmes; design and manage studies that are either implemented by Access staff or contracted to national and international consultants
  4. Evaluation. Support the Fund’s evaluation, including through the establish of mechanisms to generate data
  5. Continuous improvement. Lead the continuous enhancement of Access’ Monitoring and Evaluation system, to ensure it remain synchronized with evolving programming and emerging demands for data.

Functional Responsibilities

Detailed duties and responsibilities:

Own and oversee the Fund’s Monitoring and Evaluation plan of work

  • Oversee all data collection and analysis processes to measure progress and achievements according to the Monitoring and Evaluation plan
  • Support Monitoring and Evaluation team members in the development of Implementing Partners’ logframes, monitoring of Implementing Partners’ performance, and programmatic improvements
  • Oversee the production of the Result Matrix and various analytical products
  • Write reports, analyse findings and provide recommendations as required for contributions to planning, risk management and reporting. Ensure easy public access to Monitoring and Evaluation reports and data, and support wide distribution
  • Develop close working relationships with all project participants and stakeholders; establish and maintain good working relations with all relevant stakeholders
  • Coordinate support to various donor- and UNOPS-led assessments
  • Coordinate responses to data-requests from donors
  • Coordinate the planning and implementation of the mid-term and final evaluation by an independent evaluator.

System design

  • Design and enhance the Monitoring and Evaluation system to ensure it is able to meet the evolving data needs and emerging priorities of the Fund
  • Maintain policies, guidance, systems, procedures and tools related to monitoring and evaluation, and update them as needed
  • Lead the operationalization of Performance-based Funding for the portfolio of service delivery and system strengthening grants.

Team management

  • Provide technical oversight, coach and supervise the members of the Monitoring and Evaluation team and oversee day-to-day operations of the team
  • Promote the concept of learning-oriented environment within the Fund Management Office, including through dissemination of lessons and knowledge sharing
  • Lead work-planning and workload allocation within Monitoring and Evaluation Team
  • Supervise, coach and manage performance of the Monitoring and Evaluation team members

Systems Strengthening and capacity building

  • Mobilise relevant Monitoring and Evaluation technical assistance in a timely manner
  • Manage contracts and oversee work of technical assistance providers to ensure relevant, good quality, timely, and value-adding deliverables
  • Coordinate with relevant stakeholders to strengthen data quality
  • Initiate required training events with stakeholders, including implementing partners, in Monitoring and Evaluation topics; support the Monitoring and Evaluation team in coordinating training events
  • Coordinate the planning and implementation of the mid-term and final evaluation by an independent evaluator

Other

  • Perform additional assignments requested by the Fund Director

The incumbent will be responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and those of UNOPS.

Education/Experience/Language requirements

  • Education Master’s degree in Public Health, Social Science, or other related field is required. A Bachelor degree in related fields combined with additional two years of experience in similar responsible position in developing countries is considered as equivalent.

Work Experience

  • A minimum of seven years of relevant work experience in monitoring and evaluation is required.
  • Experience in public health is required - and could be in any one of the following areas (or other relevant areas):

    • Logical framework approach and other strategic planning approaches;
    • Monitoring and Evaluation methods and approaches (including quantitative, qualitative and participatory);
    • Planning and implementation of Monitoring and Evaluation systems;
    • Training in Monitoring and Evaluation development and implementation;
    • Facilitating learning-oriented analysis sessions of Monitoring and Evaluation data with multiple stakeholders;
    • Information analysis and report writing
  • Experience of leading teams is highly desirable

  • Ideally, work experience in conflict-affected areas of Myanmar

  • Computer and information technology literacy, including demonstrated expertise in Microsoft Excel, Word and Access is required.

  • Expected Technical Skills

    The following technical skills are desirable:

    • Programme performance assessment and preparation of strategic information
    • Quantitative and qualitative analysis.
    • Extensive experience in developing logframes/results frameworks and identifying appropriate performance indicators.
    • Excellent writing and data analytical skills.

    Language

  • The position requires excellent written and spoken English and Burmese languages
