Job Description

Job Overview: The International Rescue Committee is seeking a Monitoring and Evaluation (M&E) Officer for the Virtual APA Program. The M&E officer will provide regular and timely reports for all team members on program metrics, spot checks of case notes and financial transactions as well as conduct close-out interviews with at least 20% of enrollments.

The virtual Afghan Placement and Assistance (VAPA) project is designed to serve vulnerable Afghan parolees not currently served by Resettlement Agency staff. Through a sub award, the Independence Fund will operate a call center to support parolees in need of information and referral and work with IRC to enroll eligible applicants into VAPA services.

Major Responsibilities:

· Establish a coordinated M&E system in line with the VAPA M&E plan:

· Design and develop data collection tools to monitor achievement of outputs, outcomes, and objectives, as well as key assumptions outlined in the project logframe, in consultation with key project staff and subject matter experts (SMEs) as appropriate.

· Establish internal excel database to support efficient, accurate data management, reporting and data analysis.

· Lead tracking of all project outputs, outcomes, and objectives against targets.

· Monitor data quality and follow-up on issues identified.

· Provide regular and timely reports for all team members on program metrics, spot checks of case notes and financial transactions.

· Facilitate biweekly data analysis and action planning to ensure project is on track.

· Lead monthly and semi-annual report development in collaboration with VAPA staff

· Develop and disseminate concise summaries of services provided through VAPA

· As needed, maintain project database to support efficient, accurate data management, reporting, and data analysis.

· Conduct and analyze data from closeout interviews to be held with at least 20% of enrollments.

· Alert Project Director to any necessary changes to M&E plan or tools in a timely manner.

· Manage annual evaluation in coordination with key project staff and SMEs.

· Lead analysis and interpretation of needs assessment and evaluation results.

· Other tasks as assigned.

Job Requirements:

· Bachelor’s Degree (or equivalent experience)

· Minimum of 4 years of monitoring and evaluation (M&E) work

· Demonstrated commitment to data-driven programming

· Demonstrated experience developing logframes; developing and/or implementing M&E systems; developing surveys and other data collection tools; analyzing and visualizing data; and reporting.

· Demonstrated experience using Microsoft Excel.

· Demonstrated experience in utilizing webinar/virtual meeting platforms such as Zoom and/or Microsoft Teams.

Preferred Experience and Skills:

· Master’s Degree (or equivalent experience)

· Demonstrated experience providing technical assistance, capacity-building, and/or training related to monitoring and evaluation

· Demonstrated experience with M&E in the context of ORR-funded refugee resettlement and integration programs

· Demonstrated experience with participatory approaches to M&E and/or collection and incorporation of client feedback data into project implementation

Working Environment: Standard office and/or remote working environment. This role may require working remotely full or part time and part time remote employees may be required to share workspace.
