Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority and under the supervision of the Head of the Sustainable Development Cluster or her designated mandated representative(s), the UN Volunteer Monitoring and Evaluation Officer will perform the following tasks:

  1. implement monitoring and evaluation policies and strategies, focusing on:
  • Promotion of M&E standards, quality assurance/control and capacity development in the sustainable development unit in compliance with UNDP rules and regulations;
  • Designing and implementing the M&E plan for the unit based on a capacity assessment to ensure high quality and timely inputs, and that the projects maintain their strategic vision and expected results in the achievement of their intended results frameworks in a cost effective and timely manner.
  • Organization and coordination of evaluation missions for development projects, sectoral and/or thematic evaluations and desk evaluations for the unit portfolio ; in addition to substantive inputs into Terms of Reference (TOR), and technical feedback on evaluations’ reports and budget oversight;
  • Developing and maintaining relevant database through the collection & analysis of different data in relation to the projects’ results framework in close collaboration with sustainable development unit’s project team and programme analyst.
  • Coordinating within the unit on all key processes (e.g annual planning, annual UNDP reporting (ROAR), reporting to donors etc..) based on an upstream work at the level of the M&E unit plan and the continuous quality assurance of the projects’ implementation;
  1. Monitor all project activities, expenditures and progress towards achieving the unit’s portfolio results framework, focusing on:
  • Provision of technical advice at the design stage of programmes/projects through the setting up a framework with defined indicators to facilitate the monitoring and evaluation at the later stages.
  • Organizing all periodical reviews with the Head of Unit, projects and national partners (review of the annual work plan progress, delivery monitoring, risk monitoring...), in addition to the implementation of the quality assurance plan (planning spot checks, fields visits etc..);
  • Suggesting strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  • Setting a minimum of quality criteria and if necessary templates to support projects quality implementation and reporting and ensure the review of key documents (annual work plans, reports, ..) when necessary;
  • Providing evaluation feedback into policy/project/programme design, including comments on various documents, while ensure preparation of timely management response to all mandatory evaluations and by developing a communication plan
  • Timely preparation of sound analytical documents with well-reviewed and sound positions on areas evaluated, assessment of the impact and effectiveness of the unit programme.
  • Reporting monthly and each time it is necessary on the M&E plan to be established on all project activities to the Head of Sustainable Development Unit;
  • Keeping monitoring and reporting on a dashboard of key performance indicators for the unit and report on it periodically to the Head of unit;

  • Contributing to all UNDP CO and corporate reports and data collection platform in close coordination with the programme analyst;

  • Ensuring quality assurance of the unit’s portfolio data and their consistence in UNDP platforms (Atlas, PIMS+ for vertical funds, Stream, etc...);
  1. Ensure facilitation of knowledge building and knowledge sharing, focusing on:
  • Identification and formulation of monitoring and evaluation findings, lessons learned and recommendations to be integrated into CO and corporate knowledge management efforts.
  • Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy in the office and at corporate level;
  • In addition to exchanging regularly with the country office M&E officer, the unit programme analyst of the unit and the projects’ teams, the M&E officer will work closely with Government officials, UN agencies, private sector, non-government and civil society organizations to enhance capacity assessment, data collection and knowledge management of the Unit’s portfolio;
  • Contributing to capacity building and trainings of the Unit’s team and key national partners involved in cooperation projects with UNDP sustainable development unit on results-oriented monitoring and evaluation;
  • Assisting the Head of the Sustainable Development Unit and communication officer with direct inputs and/or coordinate the inputs with the projects to produce reports on the findings and lessons learned from project innovations;
  • Performing field visits to enhance data collection, knowledge management and results framework monitoring;
  • Performing additional duty as per the Head of unit recommendation.

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

Master’s Degree or equivalent in International relations, Environmental Sciences, Rural Development, Social Sciences, Economics or relevant related field.

Required experience:

60 Months

Experience remark:

  • At least five (5) years of relevant experience in international development programming, with (4) years focus on reporting, monitoring and evaluation of development programme/projects, with proven implementation experience with comprehensive knowledge of all aspects of the project cycle results based management;
  • Experience in sustainable development, including environment, energy and/or climate change is highly desirable.

  • Have affinity with or interest in sustainable development, volunteerism as a mechanism for durable development, and the UN System.

LANGUAGE REQUIREMENTS: Fluency in English is required. Working knowledge of Portuguese and French is an asset.
