ORGANIZATIONAL SETTING In the context of the AMIF-MHPSS project Sudan country office, the purpose of this position is to provide technical assistance in monitoring and Evaluation (M&E). AMIF-MHPSS project objective is to is to strengthen the ability of the country MOH to scale up prevention and treatment of mental health, neurological, and substance use disorders (MNS) with focus on vulnerable groups of population. The Monitoring and Evaluation officer will work under the supervision of the team lead of the Non- Communicable Diseases (NCD) Unit while the second level supervisor will be the WHO Representative in Sudan. S/he will receive technical guidance and support from the WHO NCD team while working in cooperation with the other mental health staff. MAJOR DUTIES AND RESPONSIBILITIES FUNCTION 1 (INCL. EXPECTED RESULTS) Manages data collection and analysis and develops comprehensive plans to implement MHPSS programmes, achieving the following results: • Analysis and interpretation of collected data for reporting and feedback mechanisms for partners and other reporting sites. • Develop the MHPSS M&E plan to guide in the monitoring of the MHPSS projects. • Evaluation of all Mental Health and Psychosocial Support (MHPSS) activities in terms of collecting periodic data and conducting timely data analysis, inputs, support, and coordination. • Collaboration with quality assurance group/agency to crosscheck the data produced. • Act as a focal person for the MHPSS data management, analysis, and reporting system. • Timely preparation and implementation of MHPSS project reports and action plan, incl. management of administrative and financial requirements, identification, and rectification of gaps in programme implementation. • Participation in the planning of WHO emergency and humanitarian MHPSS activities in emergency and crisis preparedness, response, and recovery at country level.

FUNCTION 2 (INCL. EXPECTED RESULTS) Monitors and coordinates the implementation of planned activities, national campaigns and field action, achieving the following results: • Monitoring progress of programmes towards set expected results. • Analysis of technical aspects of national programme implementation, including identification of successes, approaches that have positive impacts as well as constraints. • Technical guidance to programme staff of local partners including MoH. • Support in the documentation and publishing of the success stories and approaches that have positive impacts during project implementation from the field. • Timely preparation and implementation of MHPSS project reports and action plan, incl. management of administrative and financial requirements, identification, and rectification of gaps in programme implementation.

FUNCTION 3 (INCL. EXPECTED RESULTS) Carries out training activities to strengthen capacity at various levels, achieving the following results: • Identification of training needs for respective target audiences and development of comprehensive plans for capacity building. • Preparation of training material tailored to the specific needs. • Development of advocacy materials and key messages in MHPSS to the targeted beneficiaries. • Organisation and delivery of training activities to various target groups, e.g. to improve case management and prevention at various levels. • Assessment of impact of training and capacity building activities. WORK RELATIONS AND PARTNERSHIPS. The Mental Health Officer liaises with various partners, ranging from clinical staff, communities, NGOs, UN agencies and others mainly to receive and provide data, to answer queries, and to provide input and advice on the implementation of a proper mental health service delivery model Furthermore, the incumbent can provide technical feedback on reports and make recommendations on best practice based on evidence. IMPACT OF FUNCTIONS The functions contribute to the coordinating of mental health and Psychosocial support services development with all partners. Furthermore, the installation of efficient, confidential mental health information management which ensures the proper handling and treatment of beneficiaries of mental health programmes. QUALIFICATIONS EDUCATIONAL BACKGROUND First level university degree in Social Sciences/Project Management/Medicine. Desirable: Advanced training in Monitoring and evaluation/Public health or related field. PROFESSIONAL EXPERIENCE AND KNOWLEDGE At least two years of relevant experience in the field of M&E. Experience in training, organizing, and executing data management, analysis, and reporting. Ability to independently conduct Mapping and M&E trainings.
