Background Information – Amman

The UNOPS Amman Multi-Country Office (AMMMCO) implements projects in Jordan, Lebanon, Iraq, Syria and Yemen, in partnership with bilateral donors, national governments, and other UN agencies. With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of AMMMCO is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

The position is designed to improve the efficiency and effectiveness of the overall results based programme and project planning, implementation, monitoring and reporting within the Amman Multi-Country Office. This includes key tasks associated with monitoring and reporting, stakeholder management with donors and other UN agencies and database and information systems management.

Under the overall guidance of the Director - Multi-Country Office Director, and the direct supervision of the Head of Programme, the Results Based Management Specialist is responsible for the following tasks:

Monitoring and Reporting - Support results-monitoring of the projects and programmes in line with corporate and donor requirements and ensure collection of reliable and coherent data, achieving the right balance of qualitative and quantitative evidence; - In coordination with the Partnerships team, support with reporting on UNSDCF, national development plans and the SDG framework using inputs from the projects and programmes for dissemination to the donor community, UN Organizations and other key stakeholders. - Support the Reporting Specialist and the project team towards ensuring that donor progress reports are evidence and results based, where relevant and in line with agreed methodologies; - In collaboration with the Partnerships team, support compliance with donor reporting and programme management by reviewing relevant project/programme documents, work plans and other relevant documents and providing input as needed; - Support any internal and/ or external evaluation processes, if and when required.

Coordination & Planning - Coordinate with relevant stakeholders on UNOPS matters related to UNSDCF, national development plans, SDGs and where needed, represent UNOPS in relevant forums; - Support relevant colleagues in the the relevant UN working groups related to results-based management, monitoring and evaluation etc. and provide inputs, as needed, on behalf of the Amman Multi-Country Office; - Coordinate with project teams and support planning, monitoring and reporting of the Results Framework for projects and programmes within the Amman Multi-Country Office; - Provide accurate and timely inputs to the monitoring exercises, data collection, and programme level strategies and plans, as needed.

Capacity building

  • Support the Partnerships team and project team in aligning new and ongoing projects and programmes within the Amman Multi-Country Office with UNSDCF, national development plans and SDGs, etc.
  • Supporting in developing and sharing guidance and best practices to project teams on the development and implementation of mechanisms to monitor results from programmes and projects, including the indicators and performance parameters
  • Support project teams with technical advice on data use, interpretation and analysis to assess project results, improve project quality, identify trends, and inform future decision-making processes for internal and external reporting;

Knowledge management

  • Document, synthesize and disseminate best practices and lessons learned within the Amman Multi-Country Office portfolio, including those linked to results-based planning, implementation, and reporting;
  • Support the Communications Specialist, as needed, in preparation of various communication products and provide inputs to make the communication and visibility materials results based.

Education/Experience/Language requirements

Education - Master’s Degree preferably in Public or Business Administration, Development Studies, Economics, Social Policy, Development Studies, or a related area is required. - Bachelor’s Degree preferably in Public or Business Administration, Development Studies, Economics, Social Policy, Development Studies, or a related area with an additional 2 years of qualifying experience will be accepted in lieu of a Master’s Degree.

Experience - A minimum of 2 years of progressively more responsible relevant experience in monitoring and evaluation preferably related to the field of environment and sustainable development is required; - A minimum of 2 years of experience in monitoring against results frameworks is required; - A minimum of 2 years of experience in project and programme design and/or implementation is required; - Experience in developing results frameworks is an asset; - Experience in quantitative and qualitative measurement, reporting, analytic and learning systems and their application to strategic planning and management; having prior experience at the community level and consolidating results at the country and global levels is an asset. - Commitment to team work and to working across disciplines; - Strong analytical, writing, communication and advocacy skills; - Excellent drafting ability and presentation and communication skills, both oral and written; ability to explain complex issues to UNOPS personnel and external partners; - IT skills, experience with business systems, information analysis, database and/or portfolio management, and ability to operate on-line web-based applications; - Experience in strategic planning, partnership development, systems analysis, and organization of complex programmes is an asset.

Language - Excellent verbal and written communication in English and Arabic is required.
