In the longer run, the Multiplier Grant Programme is expected to improve the way in which ICT is used through identifying the core areas of the curriculum that can benefit from digital support and provide the materials and strategies for teachers to use them. Also, the system efficiency will be improved by better data collection and use by officers and administrators, through strengthening the current Education Management Information System (EMIS) and building the data management capacities of relevant staff.

To implement the above-mentioned programme, a Programme Implementation Unit (PIU) will be established to assist MER, therefore UNICEF is seeking for a national officer who will serve as a M&E Officer to coordinate relevant activities.

How can you make a difference?

The M&E Officer will become a member of the PIU and along with other staff members, Project Officer, Finance Officer and Project Assistant, will work together as a team to achieve the programme outcomes.

The incumbent will provide support to the Project Officer to monitor the implementation of the Multiplier Grant Programme and work with the relevant sections/units from the MER, Office of the Deputy-Prime Minister for Digitalization, Ministry of Finance, LPAs, national and international NGOs, private sector etc. to implement the Multi-Annual Work Plan, report on project activities, outputs, and results on a timely basis. The focus will be on designing and implementing the M&E activities, development and maintaining the data management system and analysis of different data in relation to the project activities.

M&E Officer will provide technical assistance in data collection and will be responsible for reporting on activities, maintaining a record and filing system of programme documentation. The M&E Officer will collaborate with the EMIS department of the MER to ensure effective data collection and the development of an efficient management tool for the general education system of the Republic of Moldova.

The M&E Officer will report directly to the Project Officer. Quarterly M&E reports will be elaborated and submitted to the MGPSC for progress review, agreement of adjustments and changes to the next quarter activity plan. At the annual meetings organized by the MGPSC, a report on the project progress will be presented and discussed with the invited stakeholders.

The UNICEF Moldova Education Officer (NOB) will regularly communicate with the M&E Officer and provide feedback and guidance on his/her performance and all other necessary support to achieve objectives of the position, as well as remain aware of any upcoming issues related to his/her performance and quality of work.

The M&E Officer will be responsible for the following key tasks linked to the objectives of this position as follows:

  1. Planning and development of M&E Framework
  • Coordinate the development of the M&E Framework and related procedures in line with GPE requirements and programme needs (in consultation within MER, GA, Multiplier Grant Programme Steering Committee (MGPSC)), and other stakeholders.
  • Develop the Monitoring Plan for the field visits and other M&E activities.
  • Lead and provide technical support to PIU to implement relevant M&E tasks and activities to ensure timely collection of data.
  1. Monitoring and data management
  • Regularly ensure data collection in an accurate format (projects progress reports, monitoring indicators etc.), as well as design the corresponding data collection procedures.
  • Support elaboration and validation of data collection tools (both quantitative and qualitative) and respective guidelines.
  • Lead and conduct analysis of quantitative data on programme inputs, outputs, and outcomes.
  • Support qualitative data collection to reflect on programme beneficiaries and other stakeholders’ feedback, such as surveys, focus group discussions, interviews, and case studies.
  • Advise partners and stakeholders in designing and planning for evaluations, special studies, and assessments.
  • Assist GPE, MER, GA, and other relevant partners to compile periodic progress data.
  1. Reporting on programme results and enhancing capacity building
  • Support the MER and Project Officer in motoring and reporting on the programme results.
  • Periodically review data collection tools and adjust (as necessary) to facilitate objective measurement of indicators (baseline, targets and means of verification).
  • Periodically review and update, if necessary, the M&E procedures.
  • Prepare quarterly and annual monitoring reports and info notes on M&E findings.
  • Ensure dissemination of monitoring data and evaluation results internally and externally, i.e., to the Director of the Programme, GPE, GA.
  • Support to assess overall performance, and report on the progress achieved, outcomes generated, as well as to warn on relevant implementation issues (if any), risks and threats and recommend mitigation measures.

All activities need to be implemented in coordination with MER, Project Officer and GA. All relevant materials e.g., concepts of the meetings, agenda, lists of participants PPTs, visual presentations, minutes etc. will be presented for endorsement to MER and UNICEF, as indicated above.

To qualify as an advocate for every child you will have…

  • A first level university degree in Economics, Social Sciences, Management, Statistics, Public Administration, or equivalent qualifications in a relevant field.
  • A minimum of 2 years of professional experience in project management, M&E, including results-based management, designing of M&E framework and data collection tools, data analysis and report Writing is required.
  • Previous experience with UNICEF/UN and other international funding organizations will be an asset.
  • Familiarity with the education system of the Republic of Moldova and special education needs.
  • Excellent verbal and written communications skills, both at technical level and policy level.
  • Fluency in Romanian and working knowledge in English is required. Knowledge of another official UN language or a local language is an asset.
