You have:

  • A cursory knowledge of telephony and mobile communications infrastructure and management relevant to digital communication environments.
  • Ability to develop, organize and design short informational documents and training materials relevant to the tools in use.
  • Good understanding of data and information needs for programme management and decision making.
  • Strong data interpretation skills and data presentation.

Monitoring and evalution officer, NRC Kenya country office, based in Nairobi: This role will support monitoring and evaluation of ongoing programs being implemented by NRC Kenya and partners. The M&E officer will organise and deliver delegated M&E activities and is required to have technical knowledge on M&E. Detailed responsibilities below outline the expectations from the M&E officer. The M&E officer will report to the M&E Manager, and will be required to travel to implementation sites in Dadaab and Kakuma.

Responsibilities

  1. Adherence to NRC policies, guidance and procedures
  2. Support and contribute to the development and implementation of partner M&E systems, including M&E SOPs, guidance and tools.
  3. Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
  4. Support partner staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
  5. Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
  6. Contribute to Partner and NRC organisational learning through supporting specific analysis, lessons learned and reports.
  7. Capacity building and training of partner and M&E support staff on M&E technical and conceptual areas.
  8. Mentor partner M&E support staff in executing M&E plans.

Specific responsibilities

Support design and implementation of new Programme development

  • Participate in program/project design and proposal writing in the areas of theory of change, log frame design, MEAL plan and budget development.
  • Participate in the design of monitoring indicators that measure the project’ key outputs and outcomes during program design in collaboration with the Partner M&E focal points.

Technical support for monitoring and evaluation of Programme implementation.

  • Conduct partner field monitoring visit to monitor program activities / interventions against Quality Benchmarks/Quality Checklists and produce & share reports to concerned CC Specialists on quality and accountability findings and incorporate inputs in action agreed plan.
  • Advise and support programme and partner staff on quality data gathering and analysis to facilitate informed program and project design. This applies to both output and outcome monitoring.
  • Support NRC and Partner program/project teams to set up community feedback/accountability mechanisms to beneficiaries and community members. Review the responsive use of accountability mechanisms, data, and responses.
  • Support and follow up on learning events to document lessons learned and best practices from the various interventions.

Generate and support the sharing of learning on the effectiveness of NRC programs.

  • Support the M&E Manager and program teams in enhancing organisational learning through supporting agreed evaluations, after action reviews, specific analysis, lessons learned reports; and further institutionalise learning in the PCM cycle.
  • Work with and support M&E manager on evaluations and ensure they are delivered to quality standards.
  • Support in Reviewing reports, evaluations and other literature, to collate evidence of impact and to synthesise lessons learned for donor reports.

Develop systems and tools to support NRC programs.

  • In collaboration with the M&E Manager work with the Programme teams, Partners staff and Area Managers to support their design of theories of change, M&E tools, and indicator profiles. Work with the partners and Area Offices to develop their M&E plans.
  • Support in the development/Review of the TOC, M&E Plan, logical framework, indicator Performance Tracking Table (IPTT), Staffing Plan and Evaluation Plan and support partners with the same.
  • Any other duties assigned by the line manager that suit the job title
