How can you make a difference?

  1. The M&E Officer is responsible for developing and follow up of the processes related to building the data collection, validation, verification, and analysis management system within UNICEF health section and partners’ projects.
  2. The M&E Officer is responsible to assist UNICEF health section in proper planning, management, quality assurance, development of M&E instruments in line with CPD strategic directions, and reporting at all stages of the programme cycle.
  3. The M&E specialist works in collaboration with UNICEF M&E specialist and other sections contributing to cross-sectorial content of activities under CPD.
  4. The M&E officer plays important role in design and “navigation” (follow-up) of operational research-type studies, assessments, etc (UPHV “case-control” project etc)
  5. M&E officer contributes and provides technical assistance to relevant national bodies responsible for national statistics data related to health in a broad sense (including elements of child protection, environmental safety, etc.)
  6. M&E officer promotes and or initiates update & revision of national level M&E system to ensure property and correlation with UNICEF and WHO recommended health-related indicators, including mother and child health, adolescent health, nutrition, NCDs, mental health, etc. as well as a systemic approach to their data collection, validation, and analysis by national and local Gov-ts.
  7. M&E officer actively contributes and provides technical assistance when necessary to the national disease surveillance system, e-health, and other MIS (medical informational system) and support data integration and usage at all levels of M&E health system.
  8. M&E officer cooperated and provides expertise to MOH, Center of Public health, and National Health Service of Ukraine to develop and implement quality assurance system integrated with financial medical system as well as procurement and supply system in terms of data collection and their quality assurance.

MAIN RESPONSIBILITIES AND TASKS

  • To provide ongoing support to the health section on data collection, planning and monitoring of programme activities, building logic frameworks, establish monitoring frameworks, and reporting (writing reports with result-based management (RBM) language).
  • To assist health section and programme officers in the development of project M&E framework, strengthening the capacity of implementing partners to use RBM approach.
  • To support the section`s efforts in evaluations, health related data collection, data compilation and analyses and in making the data available for programme planning, monitoring, and future advocacy.
  • To compile programmatic achievements and results, to take responsibility for clear and timely reporting.
  • To introduce and manage digital tools and solutions for proper data management (power BI, etc)
  • Contribute to the process of health-related data mapping, share the findings with relevant stakeholders and compile UNICEF’s health consolidated inputs on strengthening data collection, analysis, and monitoring for mother and child health care in Ukraine.
  • Contribute to the management of evaluations undertaken by the health section to ensure all deadlines are met and the evaluation reports adhere to UNICEF quality and ethical standards.
  • Contribute to data visualization through establishing and maintaining online platforms for data storage and analyses which in turn make data and trends easily accessible to UNICEF and key counterparts for programme design and planning.
  • Provide technical assistance to health section focused planning for children where an evidence-based approach is applied.
  • Closely collaborate with all UNICEF sections and field offices and support the establishment of an office-wide monitoring system.
  • Implement other CRM and data management-related activities based on the request from the section.

To qualify as an advocate for every child you will have…

Education: Advanced university degree in social sciences, M&E, statistics, development planning, public health, epidemiology, health statistics or other relevant fields.

Professional experience: Minimum five years of experience in supporting monitoring and evaluation, data collection, and data analysis. Experience in design, conduct, and report preparation of studies and assessments related to data collection and analysis in health, epidemiology, social science. Experience in collaboration with national counterparts in data collection and monitoring. Experience of work with the United Nations, the experience of work with UNICEF is an asset.

Language: Fluency in English and Ukrainian is required. Knowledge of Russian is considered as an asset.
