This is a UNV National Expert contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Expert contracts.

The National UN Volunteer will support UNFPA Ethiopia Country Office, the Program Monitoring and Evaluation unit. He/she will be working with all Country Office program officers and regional program officers through the guidance of the Monitoring and Evaluation Officer on quality assurance, policy application, and effective and sound resources utilization.

The purpose of the assignment is to strengthen the coordination and operationalization of the 9th country program through a results-based planning, monitoring, evaluation and reporting. Furthermore, it is intended to improve the quality and results orientation of UNFPA-supported policy and programme interventions through the implementation of the key interventions in an integrated and holistic manner. Moreover, it is purposed to ensure that the funds programs are aligned with the Home-Grown Economic Reform, ICPD plan of Action, SDGs and other international commitments, while serving the needs of the under-served segments of the population.

Under the direct supervision of UNFPA Ethiopia Monitoring and Evaluation Analyst, and under the overall guidance of the UNFPA Ethiopia Deputy Representative the National UN Volunteer will undertake the following tasks:

• Support in the development of the Country Office’s Monitoring and Evaluation Plan, and assist in the crafting of annual workplans of government and non-government implementing partners; • Support implementation of the Country Office’s Monitoring and Evaluation Plan by the Country Office, Implementing Partners and other relevant stakeholders. • Support the integration of strategic results targets of the 9th CP, UNSDCF and relevant national policies and strategic plans supported by UNFPA into the Country Office M&E systems for tracking progress towards results; • Support in the development and maintenance of necessary tools, procedures, methodologies to facilitate data collection and analyses for results monitoring, interpretation, and reporting by liaising with Regional Program Officers; • Support the data collection, analysis and utilization of high-quality data from the field, in liaising with UNFPA´s field staff (RPO s) and relevant Implementing Partners; • Support in the compilation and summarization of high-quality evidence and results-based donor and UNFPA corporate reports; • Support in the preparation of summary of action points indicated by field mission reports, proceeding of review meetings and trainings and upload in the appropriate goggle folder for the consumption of the senior management and program meetings; • Follow up the implementation of such recommendations and inform the M&E analyst; • Contributes to the design and implementation of high-quality evaluations including Mid-term reviews and, ensuring that evaluation reports are used for evidence based planning; • Under the supervision of the M&E analyst support process-related aspects of Evaluations, identification of stakeholders to be covered by the evaluation, and organizing field missions; • Support in the preparation of programme/project evaluations of UNFPA Country Office in compiling and uploading necessary/ required documents guided by the M&E officer; • Support in the preparation of program and operational audit of UNFPA Country Office in compiling and uploading necessary/ required documents guided by the M&E analyst. • Support in the follow up of the implementation of agreed evaluation recommendations by the concerned and timely reporting of the management responses. • Support programme and operations units in incorporating lessons learned and best practices specified in programme/project evaluations for future use.

programme/ project management in both development and humanitarian contexts, • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Experience in providing programme/project management and hands-on experience in designing, implementing, monitoring and evaluating development projects. • Knowledge of and experience with results-based management methodologies and tools (project and programme management, design, monitoring and evaluation) and research and policy-level analysis. • Experience working with diverse implementing partners (governments, local NGOs, etc.) is required. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel Initiative, strong conceptual and analytical abilities, sound judgment; liaison, negotiation, administrative, management and organizational skills (including time management). • Experience in using computers and office software packages including Microsoft Office (Word, Excel, and PowerPoint) and Google/Gmail, and handling of web-based management systems. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Previous experience with the UN or international organizations is an asset

The selected candidate is going to be stationed in Addis Ababa and regularly travel to programme areas in the region. The current security situation in the region is unstable and volatile. He/she has always to follow the security situation and strictly adhere to guidance provided by UN security offices. Except that, the situation in the region in general is good and accessible by road.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
