The Monitoring and Evaluation Officer reports to the Field Programme Support Officer.

Responsibilities Setting up the monitoring and evaluation system:

- Develops the overall framework of the monitoring and evaluation activities; clarifies the responsibilities and prepares the work plan and the detailed budget for the monitoring and evaluation activities;

- Supervises the work of the Monitoring and Evaluation office staff; provides guidance and technical support;

- Guides and coordinates the review of programme log frames including; i. Providing technical advice for the revision of performance indicators; ii. Ensuring that realistic intermediate and end-of-programme targets are defined; iii. Conducting a baseline study on monitoring and evaluation in the West Bank; iv. Identifying sources of data, collection methods and resources needed and related cost;

- Contributes to the development of the Field Implementation Plan (FIP), ensuring alignment with Field /HQ strategy, agreement on programme indicators and inclusion of monitoring and evaluation activities in the work plan;

- Establishes contacts with other monitoring and evaluation stakeholders that the Programme Coordination and Support Unit (PCSU) can contract;

- Reviews and provides feedback to programmes on the quality of methodologies established to collect monitoring data, and documents the protocols that are in place for the collection and aggregation of this data;

- Establishes an effective system for assessing the validity of monitoring and evaluation data through a review of activities/installations, completed monitoring forms/ databases, and a review of aggregate-level statistics reported.

Implementation of monitoring and evaluation activities:

- Oversees and executes the monitoring and evaluation activities included in the FIP, with particular focus on results and impacts as well as in lesson learning;

- Designs the framework for the physical and process monitoring of programme activities;

- Promotes a results-based approach to monitoring and evaluation, emphasizing results and impacts;

- Coordinates the preparation of all monitoring and evaluation reports; guides staff and executing partners in preparing their progress reports in accordance with approved reporting formats and ensures their timely submission;

- Prepares consolidated progress reports for the Management including identification of problems, causes of potential bottlenecks in implementation, and providing specific recommendations;

- Checks that monitoring data are discussed in the appropriate forum such as the Programme Group Meeting and in a timely fashion in terms of implications for future action;

- Undertakes regular visits to the fields to support implementation of monitoring and evaluation, check the quality of data produced, and to identify where adaptations might be needed; monitors the follow up of evaluation recommendations with Programme Managers;

- Fosters participatory planning and monitoring; organizes and provides refresher training in monitoring and evaluation for programmes and implementing partner staff, local organizations and primary stakeholders with a view of developing local monitoring and evaluation capacity;

- Facilitates, acts as resource person, and joins if required any external supervision and evaluation missions;

- Identifies the need and the TORs for specific monitoring and evaluation activities; recruits, guides and supervises consultants or organizations that are contracted to implement special surveys and studies required for evaluating programme effects and impacts.

Lessons learned:

- Consolidates a culture of lessons learning involving all project’s staff and allocates specific responsibilities;

- Ensures that TORs for consultants incorporate mechanisms to capture and share lessons learned through their inputs to the project, and to ensure that the results are reflected in the reporting system;

- Facilitates reflection exercises on key internal and external research produced to promote evidence-based planning;

- Facilitates exchange of experiences by supporting and coordinating participation in network of UNRWA programmes in West Bank sharing common characteristics;

- Identifies and participates in additional networks such as scientific or policy-based networks that may also yield lessons that can benefit implementation of the monitoring and evaluation.

End-user Accountability:

- Develops field complaints mechanism, related processes and procedures to ensure that departments and programmes have access to and are able to respond to community feedback;

- Coordinates with departments and programmes the implementation of complaints mechanism including the quality and timeliness of replies provided to beneficiaries’ complaints;

- Provides regular summaries of key issues raised through complaints mechanism to the field office Management and senior staff of departments with recommendations;

- Supports departments and programmes to internalize the feedback received through complaints system to enhance the quality of activities and services;

- Conducts studies and research on specific inter-departmental and cross-cutting issues on the causes and roots of problems identified through complaints mechanism or other sources.

- A solid understanding of the management of cross cutting issues, with a focus on participatory processes, integrated programming, protection and gender issues; - Supportive attitude towards processes of strengthening staff capacity; - Leadership qualities, personnel and team management including mediation and conflict resolution; - Ability to thrive in a fast-paced, multi-tasking environment; - Strong organizational skills; - Excellent knowledge of advanced statistics and research methodology including skills in sampling techniques and use of computer software for statistical and other relevant applications; - Proven skills in critical thinking, assessment and analysis; strong competency in conceptualizing and designing strategic frameworks; - Excellent communication, team building and training skills with the ability to establish and maintain effective working relations in and outside the Agency; ability to work effectively in multi-cultural environment; - Ability to undertake regular field visits and interact with different stakeholders; - Demonstrated ability in report writing and presentation.

Education A university degree from an accredited educational institution in social sciences, development studies, statistics, economics or related field.

Work Experience At least six years of progressively responsible and relevant professional experience in planning processes, performance management, monitoring and evaluation, capacity building in large governmental or international organization is required;

Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required;

Knowledge of the Middle East environment and culture is desirable;

In-depth understanding of political, social and economic issues in the region is desirable;

Experience with UNRWA or other UN/humanitarian agencies is desirable.

Languages- Excellent command of spoken and written English; - Knowledge of Arabic.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
