BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Corporate Planning and Performance Division (CPP) is entrusted to strengthen WFP’s capacity to implement the 2022-2025 Strategic Plan, to measure WFP’s impact on alleviating hunger through food assistance, and to advance results-based performance and accountability across the organization. CPP is also tasked with identifying measures of success, and to monitor and report on progress, results and lessons learned to demonstrate the impact of WFP’s food assistance on the lives of the beneficiaries.

CPP is the custodian of the 2022-2025 Corporate Results Framework (CRF), which was approved recently by WFP’s Executive Board. The framework guides planning, implementation, monitoring and reporting of WFP’s programmes towards the objectives identified in the 2022-2025 Strategic Plan. The new CRF supports systematic impact level monitoring and reporting, relevant to Sustainable Development Goals (SDGs) 2 and 17, as well as enhanced reporting on WFP’s contribution to other SDGs and moves WFP towards greater United Nations alignment through the formulation of corporate-level outputs, the identification of common and complementary indicators and the integration of quadrennial comprehensive policy review (QCPR) indicators. The CRF has also introduced high-level targets for the entire period of the Strategic Plan.

The job holder is expected to contribute to the implementation and refinement of the WFP Strategic Plan and CRF 2022-2025 to generate quality data and evidence progress at the country and corporate levels. The incumbent will also support work to strengthen the systematic use of the CRF Indicator Compendium at the country level, enhance monitoring guidance on demonstrating WFP’s contributions to the SDGs. This job entails as well strengthening the quality of evaluation management responses and facilitate uptake, as well as provide corporate support and oversight on CSP mid-term reviews.

KEY ACCOUNTABILITIES (not all-inclusive)

Working under the guidance and direct supervision of the Chief, Corporate Monitoring and Evaluation Liaison (CPPM), the selected candidate will be responsible for the following duties:

Contribute to the implementation of the new Corporate Results Framework. Provide technical M&E and performance management contribution to the implementation and revision, where/as identified, of the Strategic Plan results chain (LoS) and the CRF, supporting the realignment of ongoing CSPs and reviewing new ones, and proposing enhancements as needed. This would include support to the overall CSP retrofitting exercise as envisioned in implementation plans.

Facilitate logframe development discussions at the country level for respective regions and engage with Regional Monitoring Advisers on indicator selection.

Develop guidance and strengthen the quality, utilisation and implementation of the CRF

Oversee work to enhance and expand the CRF Indicator Compendium, in particular for the measurements at output and/or outcome level, ensuring sound methodological approaches and ensuring support to the timely, systematic and appropriate collection and/or /use of indicators. This will include a planned revision of the SDG-related compendium.

Ensure alignment with overall results analysis and reporting requirements, working in close collaboration with the CPP annual reporting teams and/or other units as necessary.

Lead work to enhance the quality of evaluation management responses and facilitate evaluation uptake. Make it easier for technical staff and managers alike to prepare and implement management responses to evaluations – and work to share learning across the organisation – by reviewing the quality of draft evaluation recommendations; facilitating the preparation of centralized management responses and providing quality control together with OEV; ensuring continuous use and further development of the R2 tracking system together with ERM; exploring new innovations to facilitate implementation and utilization of recommendations; and providing analyses and reports on the implementation status.

Provide corporate support and guidance on CSP mid-term reviews to bureaux and country offices. Update the corporate CSP Mid Ter Review guidance note and templates as required, ensure country office compliance with established MTR requirements and lessons learned, and provide ongoing support including through Internal Reference Groups as requested. Coordinate with OEV regularly to ensure complimentary between MTRs and CPEs.

STANDARD MINIMUM QUALIFICATIONS

Experience: Minimum of seven years of relevant professional work experience including in international development or humanitarian work. Minimum of five years of experience in monitoring and/or evaluation, including strong experience using a variety of quantitative and qualitative analytical tools and methods including at the country level. Experience with Results-based Management concepts and approach.

Education: Advanced University degree in one of the following fields: social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese. National Professional: Fluency (level C) in English language and the duty station’s language, if different.
