Organizational Setting The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programmes aimed at accelerating the implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. In addition to wide scope of technical support on policy development, FAO Somalia is implementing several emergency, resilience-building and development interventions.

Reporting Lines The Monitoring and Evaluation Officer reports to the Senior Programme officer/ Head of Programmes in close collaboration with the Programme Coordinators and their teams.

Technical Focus Monitoring and Evaluation of FAO Somalia's programme and projects

Key Results Development and implementation of coherent, integrated and effective monitoring and evaluation

Key Functions • Leads the development and implementation of comprehensive and realistic monitoring and evaluation plans and strategies with appropriate data sources, collection methods, analysis plans, quality controls and resource requirements; • Assesses methodologies and instruments for collection, documentation, analysis and reporting of data for weaknesses and potential improvements; • Monitors and analyses programme/project development and implementation; identifies problems and issues to be addressed and proposes corrective actions; • Provides support and advice to ensure that monitoring systems are in place and that key annual programme indicators are tracked and analysed; • Leads data collection and analysis from field visits, standardising them across programmes, to feed into programme performance monitoring; • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies; • Leads programme development and project formulation processes in accordance with relevant procedures and in conformity with FAO priorities and Strategic Framework; • Leads mobilisation of resources required for technical assistance projects; • Ensures the provision of scheduled inputs and technical backstopping, conducts consistent quality control and monitors timely execution, in line with project work plans; • Prepares and finalises delivery estimates, pipeline reviews and project related reports (progress and terminal reports); • Provides substantive backstopping to consultative and other meetings, conferences, including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.; • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties, and drafting mission summaries; • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

Specific Functions • Leads the Monitoring and Evaluation Unit of the FAO Somalia Country Office; • Designs and maintains principles, concepts and methodologies for a results-based Monitoring and Evaluation (M-E) framework of the overall programme and individual projects in the portfolio of the FAO Somalia Country Office, and integrates them with Country Programming Framework (CPF), Sustainable Development Goals (SDGs) and FAO's Strategic Objectives; • Designs and maintains tools and procedures (questionnaires, sampling methods, analytical templates) and integrates them with the results-based M-E frameworks of the Country Office; • Provides technical inputs to the logical frameworks, including substantive guidance on the selection of project/programmes' outcomes, outputs and indicators; • Provides capacity development for FAO Somalia staff and partners on the M-E tools and systems, the function of M-E in quality assurance and strengthens a culture of open reflection, learning and improvement; • Conducts field visits to support the implementation of projects by identifying challenges and proactively recommending remedial actions and adaptations as well as advocating for effective implementation of M-E activities; • Leads preparation of terms of reference for baseline survey, post-distribution monitoring, impact assessments and other studies/research in the Country Office; • Provides technical support to the improvement of accountability systems and protocols so as to ensure that beneficiaries are well informed and offered a platform to provide feedback; • Ensures the systemic consideration of the lessons learned as opportunities for improvement in the planning and implementation of projects and programmes; • Presents findings of evaluations to key stakeholders and provides recommendations for improving project/programme delivery. ______________________________________________________________________________________________________ CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements • Advanced university degree in agricultural economics, economics, social sciences, business administration or a related field; • Seven years of relevant experience in agricultural development and/or project planning/formulation/ implementation including monitoring and evaluation; • Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions is desirable; • Extent and relevance of experience in programme/project development (including formulation and analysis) and management (implementation, evaluation and monitoring); • Demonstrated understanding of the purpose and functions of the technical programme, operational guidelines and project/programme management procedures, preferably those adopted by the United Nations or FAO, which would be considered an asset; • Demonstrated experience of Monitoring and Evaluation (M-E) approaches and frameworks adopted by the United Nations or FAO would be considered as an asset; • Proven experience of developing M-E framework for food security and livelihood projects/programme; • Proficiency with SPSS or other statistical packages is desirable.
