You have:
- Bachelor’s degree in data science, Monitoring and Evaluation, Public Health, Epidemiology, Biostatistics, or a Related Field.
- At least 3 years of relevant experience in M&E for health programs, including managing data collection, analysis, and reporting at the program or project level.
- Experience working with international NGOs and the Government of Vietnam (GVN) on GHS projects in human and/or animal health sectors.
- Ability to work well with all project staff, implementing agencies, and GNV counterparts.
- Highly responsible, organized person that pays attention to details.
- Ability to work under pressure, meet deadlines, and achieve ambitious results.
- Well-developed written and oral communication skills in both Vietnamese and English.
- Proficiency in MS Office package (Word, Excel, and PowerPoint, etc.), database and spreadsheets with advanced skills in at least two of the following programs: SPSS, Excel, Epi Info, Stata, SQL, and Power BI.
- Ability to analyze and interpret data, identify errors, and prepare reports.
- Ability to solve problems and implement corrective action as needed.
- Ability to travel as necessary.
The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project focused on HIV and global health security with funding from the United States Government. EpiC is seeking a qualified and motivated Vietnamese candidate to serve in the role of M&E Officer based in Hanoi or HCMC.
Main responsibilities:
The M&E Officer will support M&E activities for EpiC Vietnam with focus on GHS indicators by managing data collection, supporting country reporting, and contributing to learning and management of EpiC implementation in the country. The officer will support the development and operationalization of M&E tools and dashboards to enable evidence-based decision making. The officer will primarily provide technical support to the EpiC GHS Vietnam team, ensuring M&E activities are implemented according to the standards. Working closely with Vietnam team, the officer will contribute to and help manage country capacity building for staff and country partners, support data quality assurance, and promote data use for program improvement. The position takes an active role as follows:
- Manage the implementation of M&E systems, tools, and procedures to collect, analyze, and use data demonstrating program progress and accountability.
- Monitor EpiC GHS indicators and produce visualizations and reports for teams and leadership.
- Offer M&E guidance and work with project staff on laboratory, surveillance and outbreak response in line with EpiC outcomes, including staff and partner capacity building.
- Monitor and maintain project protocols, instruments, data sets, training materials, and manuals related to M&E.
- Develop, implement, and monitor M&E components of technical work plans and budgets.
- Support project design and implementation, including AMELP, documentation of lessons learned, and the creation of M&E strategies and tools.
- Ensure M&E activities are on track and manage M&E deliverables.
- Lead data quality assurance activities, including validation, verification, and monitoring M&E data, and coordinating M&E operations to meet regulatory requirements.
- Other tasks as assigned.
Experience and abilities for the position:

The expected hiring salary range for this role is VND 367,000,000 to VND 420,000,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
