Overview

The World Health Organization (WHO) is supporting Sudan by leading and coordinating health response activities in line with its global mandate to promote, protect, and restore public health. WHO is working to ensure the continuity of essential health services, strengthen disease surveillance systems, and support the detection and control of outbreaks. It provides lifesaving medicines, emergency medical supplies, and technical guidance to health facilities across the country. In collaboration with national health authorities and partners, WHO is helping to rebuild damaged health infrastructure, improve infection prevention and control, and strengthen health workforce capacity. WHO also leads the Health Cluster, coordinating humanitarian partners to ensure an effective and equitable response. Through its normative and technical role, WHO supports Sudan in developing policies, guidelines, and strategic plans to improve public health outcomes and ensure that vulnerable populations continue to receive critical healthcare services despite the ongoing crisis.

The monitoring and evaluation (M&E) officer reports directly to the Programme Management Unit (PMU) Manager under the overall guidance of the WHO Country Office Representative.

S/he will be working closely with counterparts at the respective Regional Office and Headquarter, the incumbent will have the front-line responsibility for monitoring and evaluation and collaborate with other team members on all aspects of monitoring and evaluation. S/he will have extensive contact with a broad range of staff across the WHO Country Office and beyond, to strengthen collaboration, monitor and evaluate the Programme Management Unit (PMU) projects. The incumbent will have ongoing contacts with partner organizations, other UN agencies, implementing partners, donors, third party monitors (TPM) and government officials to coordinate and collaborate on data collection, information sharing, monitoring, analysis, evaluation and reporting.

The assignment requires ongoing contacts with staff at all levels throughout WHO, in country and including the Regional and Headquarter Office as appropriate, to receive advice and exchange.

Within the delegated authority and under the supervision of the Programme Management Unit manager, the UN Volunteer will:

1. Design and maintain an effective M&E system and coordinate and implement monitoring, and evaluation activities for Programme Management Unit (PMU) and WHO Sudan Country office WCO projects.
2. Develop M&E plans, results frameworks, indicators, data collection tools, and methodologies.
3. Contribute to the development and regular updating of project implementation plans.
4. Develop results frameworks and logical frameworks for project proposals.
5. Conduct regular data collection and follow-up to ensure timely implementation and achievement of project targets.
6. Systematically track indicators, baselines, data quality, and progress toward quarterly, semi-annual, and annual targets and timely implementation.
7. Act as focal point for third party monitors (TPM) ensuring adherence to terms of reference, reviewing third party monitors (TPM) reports (monthly, quarterly, annual), and providing structured feedback.
8. Coordinate with third party monitors (TPM) partners to ensure quality tool design, data collection methods, and joint monitoring of implementing partners.
9. Maintain a tracking system to monitor the status of third party monitors (TPM) findings and recommendations and support corrective action follow-up.
10. Build and strengthen M&E capacity among WHO staff, partners, and stakeholders through needs assessments, training design, and delivery.
11. Support and strengthen the role of WHO Integrated Public Health Officers (IPHOs) in monitoring and evaluation activities.
12. Plan, coordinate, conduct, and report on supervision visits to supported facilities and project activities.
13. Analyze data regularly and provide timely feedback to project teams and management.
14. Advise the Programme Management Unit (PMU) Manager on strategy, implementation performance, bottlenecks, and recommended corrective actions.
15. Participate in review meetings, missions, and planning workshops and contribute to donor and internal reporting.
16. Support rollout and strengthening of health information systems, including HIS and DHIS2.
17. Perform any other related duties, as required by the functional supervisor.

Port Sudan is a Category E hardship duty station and non-family duty station. The Rest and Recuperation (R&R) cycle for the Port Sudan duty station is 4 weeks. Movement of international staff is restricted and takes place in UN vehicles. Working for the UN in Sudan provides an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential. As this is an international UN Volunteer expert assignment, WHO will be responsible for arranging volunteer housing. International UN Volunteers receive a volunteer living allowance to sustain a basic, adequate, and safe lifestyle. This allowance varies from one location to another depending on local living costs, but all International UN Volunteers experts in the same location receive the same allowance.
