Expected duration The consultant will work 89 days within the period of 15 September 2022–31 August 2023.

Duties and Responsibilities The Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS Secretariat) brings together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes.

The Secretariat is implementing the following projects funded by the Norwegian Agency for Development Cooperation (Norad): “Marine litter and microplastics: promoting the environmentally sound management of plastic wastes and achieving the prevention and minimization of the generation of plastic wastes” (BRS-Norad-1) and “Further actions to address plastic waste under the Basel Convention” (BRS-Norad-2). The current consultancy is to support the preparation and implementation of monitoring and evaluation of those projects.

Under the general guidance of the Secretariat, the consultant will carry out the following tasks:

1. Provide guidance to the Secretariat on partnership assessment by 20 September 2022; 2. Review the project document and interim progress reports prepared so far; assess the data being collected for monitoring, identify gaps by 31 October 2022; 3. Provide guidance to the Secretariat, consultants and counterparts on collection of data and the approach to monitoring and evaluation by 30 November 2022; 4. Validate the data collected for monitoring, undertake interviews, assess the indicators against targets by 30 April 2023; 5. Prepare draft report(s) on the evaluation of the BRS-Norad-1 and BRS-Norad-2 projects by 30 June 2023; 6. Prepare final report(s) on the evaluation of the BRS-Norad-1 and BRS-Norad-2 projects, taking into account the comments provided, by 31 August 2023. All materials should be prepared in consultation with the Secretariat and submitted electronically.

Qualifications/special skills Academic Qualifications: Advanced university degree (Master’s degree or equivalent) on subjects related to providing capacity-development, technical assistance in environment or socio-economic discipline is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: - A minimum of 10 years of progressively responsible experience in the field of capacity-development is required. - Experience in project development and monitoring and evaluation of projects, preferably within the context of the United Nations, is desirable. - Experience in working on the issues related to chemicals and waste management is desirable. Language: Fluency in English, including strong drafting/writing skills is required.
