Background/Context

NRC started the current country programme in CAR in February 2014 and is currently operating in three field offices: Berberati in the South West, Kaga Bandoro in the Centre North, and Alindao in the Southeast, as well as the capital office in Bangui.

The programme portfolio includes six core competencies: ICLA (Information, Counselling and Legal Assistance), Livelihood and Food Security, WASH, Shelter, Education, Protection, as well as Humanitarian Mediation programmes.

The M&E Manager reports to the Head of Programme (line manager) with technical support from the Regional M&E advisor based in Dakar and will be based in Bangui office but will be providing support directly to the field offices teams. In this role, you will supervise a team of 1 M&E Coordinator (line management), 4 M&E officers and 7 M&E assistants.

In addition, the role of the Monitoring and Evaluation (M&E) Manager is to guide the strategy and ensure the quality of M&E throughout NRC's mission in CAR. It will also involve designing and implementing a strategy, system, standard operating procedures and budget for M&E that ensure that the country office meets and exceeds minimum M&E standards. The M&E Manager will be planning major M&E activities that will generate the evidence and learning needed to inform program and strategic decision making in CAR.

1. Role and responsibilities

  • Support HOP in setting up and implementing systems for tracking management responses
  • Contribute to fundraising through ensuring robust TOCs, M&E plans, logframes, M&E activities, budgets and staffing are incorporated into programme and project proposals
  • Contribute to project design, ensuring that theories of change, monitoring and evaluation plans, logical frameworks, monitoring and evaluation activities, and sufficient and relevant budgets and staff are incorporated into program and project proposals
  • Ensure that Project Trackers are created for each project and presented at the project start-up meeting. Ensure that these trackers are kept up to date with high quality data, and present them at project review meetings.
  • Lead the planning, implementation and coordination of the annual evaluation plan
  • Provide technical support and guidance to program staff on methods, including assisting the Program Director in developing and implementing recommendation tracking systems, multi-sectoral needs assessment tools, and other types of contextual assessments and diagnostics.
  • Be the focal point for CAR in communicating with M&E focal points in other country offices and at the regional level to develop best practices and facilitate sharing of good practices.
  • Represent NRC in consortia and other inter-agency working groups

Critical Interfaces:

By interfaces, NRC means processes and projects that are linked to other departments/units or individuals. Interfaces relevant to this position are:

  • Core Competency Specialists: aligning country-specific M&E strategies and standards
  • Area office managers: annual M&E resource planning and capacity development
  • Project managers and coordinators: ensure capacity building needs are met for M&E
  • Area office monitoring and evaluation teams: managing technical lines
  • Grant manager and coordinator(s): coordinate and plan M&E results for donors
  • Regional and global M&E staff: focal point for them, and two-way communication about global and regional M&E best practices and developments
  • Program manager: adequate monitoring and evaluation structure and resources
  • Consortium and inter-agency working groups

2. Professional competencies

  • At least 5 years of demonstrated management experience in the design, implementation, and supervision of monitoring, evaluation, and research for large or medium-sized international projects or programs
  • Degree in economics, research methods, social sciences or related field
  • Technical competence and prior experience in implementing various program evaluation methods and approaches
  • Excellent analytical, communication, interpersonal, writing, collaboration, problem-solving, planning/organizing, and facilitation skills ;
  • Advanced experience with qualitative and quantitative data analysis and tools
  • Fluency in spoken and written French.
  • Working knowledge of English (spoken and written) is also required.
  • Experience in supporting M&E for one of the NRC core competencies is an asset
