Organizational Setting

The Global Environment Facility (GEF) has approved the Government of India’s GEF6 Green-Ag. Project titled, “Green-Ag: Transforming Indian agriculture for global environmental benefits and the conservation of critical biodiversity and forest landscapes”.

Therefore, the project objective is to catalyze transformative change for India’s agricultural sector to support the achievement of national and global environmental benefits and conserve critical biodiversity and forest landscapes. The project is organized around two components. The first component strengthens the enabling framework and institutional structures to mainstream biodiversity (BD), sustainable land management (SLM), climate change mitigation (CCM), and sustainable forest management (SFM) policies, priorities, and practices in India’s agricultural sector. The second component demonstrates replicable “Improved agricultural and conservation practices” for sustainable production, resilient livelihood advancements, habitat improvements, and delivery of tangible BD, LD, CCM, and SFM benefits.

The project works at the national, state, and pilot site levels. The project’s five demonstration states are: i) Madhya Pradesh, ii) Mizoram, iii) Odisha, iv) Rajasthan and v) Uttarakhand. Site-level project effort focuses upon high conservation priority landscapes (e.g. protected areas) within each of these states.

Under the direct supervision of the Project Director, Green-Ag Project and overall guidance of the Officer-In-Charge, FAO Representation in India the M&E Specialist will undertake the following duties.

Tasks and responsibilities

The incumbent will undertake the following duties:

• Based on the Results Framework of the project, develop indicators for tracking the regular progress of the project and define other monitoring and evaluation requirements at different levels of project implementation. • Perform qualitative and quantitative analysis of data collected by the project team to report project results. • Review and discuss assessment, evaluation, or monitoring results with FAO and implementing partners. • Support the training of staff and partners to use data systems for routine reports. • Prepare the TORs of the Technical Agency for conducting baseline, midterm, and end-term surveys. • Develop M&E results framework, data collection tools, data collection methodology and protocols, and data processing for baseline, M&E of the project, and, mid-term and end-term evaluations and for reporting on the GEF tracking tool for the five projects landscapes. • Work with third-party agencies to oversee the periodic evaluation of the project. • Prepare the technical design document for the impact evaluation.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Master’s degree in agribusiness, natural resource management, Rural Development, Agriculture, or a related subject • 10 years of experience monitoring and evaluating NRM projects with particular emphasis on participatory development and climate change • Working knowledge of English with strong oral, written, and presentation skills. • National of India

Technical/Functional Skills

• At least three to five years’ experience of working with government agencies and development projects. • Knowledge and experienced in project cycle management, and well versed in logical frameworks. • In-depth knowledge and experience of monitoring methods, approaches, and tools relating to Community Based NRM (CBNRM). • Experience working with or in international non-governmental and donor organizations (UN agencies, World Bank, IFAD, Asian Development Bank, etc.) with the implementation of participatory projects; • Good analytical and report writing skills.
