- Minimum of 4 years of relevant professional experience in Monitoring and Evaluation, Strategic Information, health information systems, or public health programming.
- Demonstrated experience supporting routine monitoring, reporting, data analysis, and data quality assurance activities.
- Experience supporting donor-funded public health or development programs, preferably Global Health Security, HIV/AIDS, RMNCH, surveillance, or health systems strengthening programs.
- Fluency in English required.

Job Summary:
The Monitoring and Evaluation (MEL) Officer will be responsible for maintaining and implementing M&E processes and practices for STRIDES activities in-country. The MEL Officer will be expected to train program staff to ensure performance indicators and output, outcome, and impact data are prepared and collected properly in targeted geographic and sectoral areas.
The MEL Officer will support routine data collection, data quality assurance, analysis, visualization, reporting, and data use activities to strengthen evidence-based decision-making, surveillance, outbreak preparedness, and program performance.
Provides higher-level administrative support on core project operations (e.g., ensuring adherence with Activity data collection tools and SOPs, collecting and collating narrative and indicator data for Activity reporting, assuring data quality, and conducting data audits per Activity policy). Provides technical support services to assigned projects under supervision. Assists with project MEL implementation and training.
The MEL Officer will work closely with the MEL Advisor, Ministry of Health (MOH), the National Public Health Institute of Liberia (NPHIL), county health teams, implementing partners, laboratories, and community-level stakeholders to strengthen monitoring systems, improve data quality, and support timely reporting and use of health security data.
Duties and Responsibilities
- Support implementation and operationalization of the project Monitoring, Evaluation, and Learning (MEL) framework, systems, tools, and reporting processes.
- Support collection, compilation, validation, cleaning, analysis, interpretation, and reporting of project data to track progress against indicators, targets, and deliverables.
- Maintain routine monitoring systems and databases to ensure timely, complete, accurate, and high-quality reporting.
- Support development, updating, and implementation of data collection tools, reporting templates, dashboards, trackers, and standard operating procedures (SOPs).
Supports routine data quality assessments (DQAs), data verification, supportive supervision, and data audits to improve data quality and accountability.
Support analysis and visualization of surveillance, laboratory, preparedness, outbreak response, and program performance data.
- Assist in documentation and dissemination of lessons learned, best practices, success stories, technical briefs, and knowledge products.
- Support routine review meetings, data use sessions, learning forums, and performance monitoring activities at national and subnational levels.
- Conduct routine site visits to supported counties, health facilities, laboratories, and community structures to monitor implementation and strengthen reporting systems.
- Support preparation and submission of timely donor, organizational, and government reports.
- Ensure compliance with organizational policies, donor requirements, data protection standards, and ethical data management practices.
- Perform other duties as assigned by the MEL Advisor or Project Leadership.
- Provides technical support in the development and dissemination of tools, materials, reports, papers, and interventions for research projects.
- Works closely with assigned team to ensure MEL activities are implemented according to standard operating procedures (SOP’s).
- Conducts searches of published literature on evolving issues in assigned technical areas.
- Monitors and maintains protocols, instruments, data sets, manuals, training materials, and reports.
- Responds to requests and inquiries from internal and external staff.
- Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies, and procedures.
- Conducts analysis of the project and implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.
- Ensures project implementation, adheres to company strategy, and remains technically sound.
Project Design Implementation:
- Implements established project design.
- Tracks project indicators and produces reports for others to act upon.
- Assists with implementing components of the technical portions of the project plan.
- Identifies and raises issues to senior technical staff.
- Conducts analysis of project implementation to identify areas for improvement and propose appropriate technical strategy and guidelines

- Responds to technical requests and inquiries from internal and external staff. Business Development and Client/Funder Support:
- Drafts the technical portions of proposals and project design, based on the design and direction set by technical leadership
- Prepares documentation for final authorization and approval of the technical portions of proposals and project design, based on the design and direction set by technical leadership
- Assists with developing the technical portions of proposals and project design
- Collects data for inclusion in proposals
- Assists with proposal research
- Assists with developing proposal strategies
- Participate in business development meetings with partners and clients.

Knowledge, Skills, and Attributes
- Knowledge of Monitoring, Evaluation, Learning (MEL), Strategic Information, public health surveillance, and Global Health Security principles and practices.
- Familiarity with DHIS2, electronic reporting systems, digital health tools, and data management systems.
- Excellent organizational and analytical skills.
- Proficiency in Microsoft Office Suite, particularly Excel, Word, and PowerPoint.
- Ability to analyze and interpret data, identify errors, and prepare reports.
- Ability to solve problems and implement corrective action as needed.
- Experience with data quality assurance, data verification, and data management best practices.
- Strong analytical, organizational, and problem-solving skills with attention to detail.

Qualifications and Requirements

The expected hiring salary range for this role is USD 19,000 - 22,000 annually for basic salary.
