Organizational Setting

The project aims to strengthen public and private sector capacities in Brazil and Uruguay for joint and integrated water resource management (IWRM) in the Merín Lagoon Basin, with emphasis on the sustainable and efficient use of water,preservation of ecosystems and their services, and adaptation to climate change, through the development of a Transboundary Diagnostic Analysis and Strategic Action Programme. To ensure project coordination and execution across the whole project area a binational project coordination unit will be set up. Such unit should ensure a rigorous and efficient implementation of annual work plan and budget, following Project Steering Committee and FAOs project task force guidance and decisions. This vacancy announcement is for the monitor and evaluation and knowledge management specialist.

The position is located in Montevideo, Uruguay.

Reporting Lines

M&E and Knowledge Management Specialist will work under the direct guidance of the Chief Technical Advisor and the oversight of the Budget Holder

Technical Focus

M&E and Knowledge Management Specialist performs a variety of routine functions related to work. He/she will be responsible for the implementation of the Monitoring and Evaluation (M&E) plan of the project, including the incorporation of gender-sensitive approaches and indicators.

Tasks and responsibilities

• Provide technical guidance and advice to the project team relating to Monitoring and Evaluation, including the incorporation of gender considerations; • Develop the M&E plan for the project, including review and follow up of the project indicators, corrective measures if needed and relevant reporting; • Guide the national partners in the implementation of the M&E plan(for Consultants only); • Support the establishment of the project baseline, and coordinate the baseline survey work plan and team, including gender-related variables; • Use the theory of change for project monitoring and evaluation; • Organize and contribute to meetings and workshops related to the establishment and implementation of the M&E plan; • Contribute to regular reports and evaluations as required; • Advise on training to national project staff and counterpart in project M&E; • Develop/consolidate good practice and lessons learned for dissemination; • Contribute to evaluations and other project M&E activities as required; • Develop the project knowledge management plan according to the PRODOC • Coordinate the implementation of the knowledge management outputs (component 4) of the project; • Organize workshops on project experience sharing between different provinces/countries and so on, especially through IW-LEARN. • Facilitate knowledge generation by supporting the documentation of emerging good and best practices and lessons learnt; • Liaise with broadcast and print media to disseminate project events and activities of interest; • Participate in project activities and actively collect data of information dissemination • Undertake any other duties as required to ensure the successful delivery of the project outputs

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in economics, local development, or related topics. • Post-graduate degree is desirable (Masters, preferably Doctorate) in social sciences, public policy, economics, agricultural, forestry or environmental engineering, or a related area of study. • Minimum of 5 years of experience in the logical framework approach and other strategic planning approaches; M&E methods and approaches (including quantitative, qualitative and participatory); planning and implementation of M&E systems; training in M&E development and implementation; facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders; and information analysis and report writing. Overall professional experience in the field of projects. • Working knowledge (level C) of Spanish and limited knowledge (level B) of any other official language of the Organization (Arabic, Chinese, French, Spanish, Russian). For PSA, working knowledge (level C) of Spanish.

Technical/Functional Skills

• Familiarity with and a supportive attitude towards processes of strengthening local organizations and building local capacities for self-management. • Demonstrated capacity in project cycle management and evaluation of environmental and social projects. • Management of conceptual frameworks regarding social and environmental indicators. • Availability to travel within the participating countries to the areas where the project will be implemented. Willing to undertake regular field visits and interact with different stakeholders, especially primary stakeholders.(for Consultants only) • Ability to plan, foresee risks and establish targets within his/her area of responsibility; and to contribute to the targets and objectives of the team and work group. • Ability to manage and develop the activities through technological platforms for virtual communication. • Experience in workshop facilitation and coordination of multidisciplinary teams. • Leadership qualities, personnel and team management (including mediation and conflict resolution). • Demonstrated abilities for analysis, synthesis and writing to generate high quality knowledge documents/publications and communication instruments.

Selection Criteria

• Demonstrated experience in developing and implementation of the Monitoring and Evaluation (M&E) plan of the project • Understanding of rural development, with a focus on participatory processes, joint management, gender issues, and biodiversity conservation. • Knowledge on the national contexts of Brazil and Uruguay. • Preferably experience in implementing a gender approach. • Working knowledge of Portuguese is highly desirable
