II. Job Summary

Be responsible for the overall planning of the CORE Group; coordinates the overall Monitoring and Evaluation Programs of CGPP; works jointly with the respective work units and program department Staffs and partners staff in planning for project monitoring and evaluation; provide support for partners to all projects in integrated manner ; leads regular and periodical project and program monitoring and evaluation activities; organizes and conducts staff training on monitoring and evaluation if required; produces monitoring and evaluation reports and submits to the Country Manager (and HQ); and performs other related tasks as required.

III. Specific Duties and Responsibilities

Leadership, Partnership and Reporting.

- Manage all technical aspects and actions of MEAL regarding CORE Group; respond to project needs; foster high standards and practices for quality data, analysis, and reports. Enable accountability to clients, partners, and donors; - Improve MEAL systems and approaches and foster learning; - Represent IRC-CORE Group at technical meetings, forums, and other events & build partnership within IRC and other areas of expertise; - Collaborate with MEAL teams within and outside IRC to support harmonization of MEAL systems and approaches, sharing capacity and experiences. - Compiles quarterly report from partner organization and submit to CGPP HQ. - Work with the Health Coordinator and Health MEAL Manager to Compiles monthly, Quarterly and annual secretariat reports for CGPP HQ.

Technical oversight.

Monitoring and Evaluation.

- Lead the MEAL system and processes for CORE Group in harmony with the M&E/MEAL Country and Global Strategy throughout the project cycle which include:

1. Use learning, evidence, and data from previous projects to inform project proposal design 2. Develop logical frameworks, MEAL plans, digital data collection tools, processes for online data management 3. Establish and ensure timely data flow, quality checks, and audits, and updating of data visualization; 4. Oversee and provide technical support to MEAL field activities; 5. Undertake regular analysis of monitoring data and work closely Health coordinator and Health MEAL manager to facilitate decision-making for real-time program adaptation; 6. Produce quality reports and updating dashboards with key findings that foster learning and decision-making and share in project cycle management meetings and team meetings(CORE-Group) 7. Identify, detail, and share lessons learned to improve services and results for our clients.

- Engage in the design, method, and conduct of surveys such as baseline and end line, and the commission of evaluations in coordination with colleagues and partners - Conduct analysis of Client data and share with program team during project/program review meetings to inform strategic and programmatic decisions and course correction. - Conduct project staff capacity building on feedback management processes and their role in maintaining a functional feedback system. - Coordinate deliberate and systematic learning opportunities during project implementation. - Harvest and disseminate lessons learnt, and documentation products developed on a monthly and quarterly basis. - Manage knowledge-sharing events – in collaboration with the project team, scope and manage the successful execution of periodic knowledge-sharing events such as peer learning sessions, workshops, and project learning platforms. - Build capacity for the generation of lessons learnt and knowledge products like stories of change by the project teams.

Qualifications

Academic Qualification

- BSc in a Statistics, Economics, or other related field from recognized University - Post Graduate training in M&E is a must.

Work Experience

- At least five years of maternal and child / Immunization work experience with NGOs at community level

Other Requirements

- Strong written and verbal communication skills - Demonstrating personal integrity and trustworthiness - Knowledge on MEAL of Child survival projects and community based disease surveillance activities - Knowledge on Monitoring Health projects- Including Health systems strengthening. - Strong data management skills, Use of Commcare, PowerBi, Development of dashboards. - Knowledge and experience on handling surveys and operational research, - Strong knowledge and skills in basic Microsoft and data analysis packages - Planning, time management and presentation skill - Non- Governmental Organization Experience

Communication and Networking

Communicates with the Country Manager of CORE Group in matters related to planning, M & E; with the other work units in relation to planning, M & E.
