The United Nations Office of Counter-Terrorism (UNOCT) was established in 2017 to: provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; enhance coordination and coherence across the United Nations Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the GCTS; strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and ensure that due priority is given to counter-terrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Global Counter Terrorism Strategy (GCTS).

The integration of gender perspectives into the UN’s counter-terrorism and P/CVE work is guided by relevant Security Council Resolutions, including resolution 2178 (2014), 2331 (2016), 2354 (2017), 2395 (2017) and 2396 (2017), the fifth and sixth review of the Global Counter Terrorism Strategy , as well as relevant other General Assembly resolutions. Additionally, the Women, Peace and Security (WPS) Agenda, composed of Security Council resolution 1325 (2000) and subsequent nine resolutions , provide the framework for considering women’s human rights and needs within conflict and conflict- affected settings including those which relate to CT and C/PVE. Resolution 2242 (2015) specifically recognizes the differential impact on the rights of women and girls of terrorism and violent extremism, and expresses deep concern that sexual and gender-based violence is known to be a part of the strategic objectives and ideology of terrorist groups.

In his report on Women Peace and Security (2019), the UN Secretary-General underscores the need to ensure that measures taken to counter-terrorism and efforts to prevent and counter violent extremism are not used against civil society and human rights defenders, and that they don’t disproportionately affect women.

This TOR is targeted at the recruitment of a consultant to support UNOCTs Gender Unit in developing guidance, knowledge products, tools and training materials on mainstreaming gender across monitoring & evaluation (M&E), including developing context-specific gender analysis, developing gender-sensitive and/or gender-dedicated quantitative and qualitative indicators, capturing gender in the implementation and in the impacts of initiatives, integrating gender into the substance of risk assessments and risk mitigation measures, and capturing good practices and lessons learned. The materials should be tailored to UNOCT’s projects and programmes aimed at countering-terrorism and/or preventing and countering violent extremism as conducive to terrorism (CT/PCVE). The incumbent will also be expected to liase with internal and external partners in the development of their activities, and base their work on UNEG’s guidance on gender mainstreaming, UNOCT’s Gender Mainstreaming Policy, Evaluation Policy, Human Rights Due Diligence Policy, and UNOCT’s Strategic Plan and Programme Framework (2022-2025) and Results Framework.

Functional Responsibilities Under the overall supervision of the UNOCT Gender Advisor, and in collaboration with the Office’s Programme Management Unit (PMU), the consultant will develop tailored knowledge products, tools and training materials on M&E within the context of UNOCT´s programmatic and policy priorities.

Specific tasks for the incumbent include:

  • Desk review of existing knowledge products on M&E and gender within CT/PCVE;
  • Develop internal guidance on gender mainstreaming in M&E tailored to UNOCT’s thematic priorities, including good practices for developing gender-sensitive indicators, and based on consultations with UNOCT’s PMU, relevant UN Entities, and the UN Global Counter-Terrorism Coordination Compact Resource Mobilization and M&E Working Group. The guidance should encompass the Results Based Management lifecycle and include, inter alia, - Developing gender-sensitive benchmark/baseline studies and needs assessments; - Undertaking context specific and thematically relevant gender analysis; - Identifying gender-related priorities based on gender analysis and consultations in addition to Member States priorities as reflected in the GCTS (and CTED technical assistance needs); - Developing gender sensitive and gender-dedicated indicators; - Employing quantitative and qualitative data collection tools and methods to capture gender-sensitive, sex and age disaggregated data; - Mainstreaming gender across goals, outcomes, outputs, and activities, in a substantive and quantitative manner; - Monitoring progress against indicators to capture results and impacts; - Assessing gendered impacts and integrating gender into the substance of risk assessments and risk mitigation measures; - Capturing good practices and lessons learned on gender mainstreaming and gender- dedicated initiatives.
  • Based on the guidance, develop an internal toolkit on mainstreaming gender in M&E tailored to UNOCT’s thematic priorities in CT/PCVE;
  • Based on the guidance, develop training modules and deliver training for UNOCT programme and project managers;
  • Provide technical support to UNOCT in mainstreaming gender across the Office’s Results Framework;
  • Provide technical support to PMU in mainstreaming gender across the UNOCT Results Based Management Guideline and in drafting the section on ‘Ensuring gender sensitive programming during implementation’ as well as mainstreaming gender across UNOCT’s data collection toolkit.

    Qualifications/special skills Academic Qualifications: Advanced University Degree (Masters or equivalent) in gender studies, international human rights law, counter-terrorism, international development, data analysis, or in a related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience: Minimum of 7 years working as a monitoring and evaluation specialist in contexts of security or development, with proven expertise in projects or programmes dedicated or related to gender equality and the empowerment of women; previous engagement with civil society organizations, women’s organizations and women peacebuilders; previous experience developing training and learning products related to M&E and gender desired.

Language: Fluency in the English language is required. Working level knowledge of other UN working languages is an asset.
