Background

In line with the national priorities, the work of UN Women for the period 2023-2025 is aligned with three of the Palestine United Nations Sustainable Development Cooperation Framework’s (UNSDCF) outcomes:

In line with the Palestinian Government’s commitment to fight Violence Against Women (VAW) as set in the National Strategy to Combat VAW, and in full partnership with the protection, security and justice sectors’ actors, including the Palestinian Civil Police (PCP), the Public Prosecution (PP), the High Judicial Council (HJC), the Supreme Judge Department (SJD) and the Ministry of Social development (MoSD) UN Women, within its joint programme with UNDP and UNICEF- “Promoting the Rule of Law in Palestine- SAWASYA II” is supporting the Justice and Security institutions to mainstream gender into their procedures and policies, and develop and provide gender responsive services to women victims and survivors of violence, through providing institutional capacity building and policy level interventions amongst others.

Through cooperation with the Attorney General's Office (AGO), UN Women supported the development and the adoption of the Family Protection Prosecution Standards Operation Procedures (SoPs), which serves as a comprehensive procedural framework for handling cases of violence against women, promoting consistency, effectiveness, and adherence to human rights and gender justice principles.

In order to ensure the successful implementation and effectiveness of the SoPs, it is imperative to monitor and evaluate the level of compliance of the Family Protection Prosecution with the SoPs, and analyze the pros and cons of related procedures. The monitoring and evaluation process will facilitate the identification of strengths and weaknesses in the implementation process, highlight areas for improvement, and support evidence-based decision-making. Against this backdrop, UN Women within Sawasya II programme plans to recruit an experienced consultant to support the Family Protection Prosecution in developing and implementing a monitoring and evaluation plan.

Objective of the assignment:

The objective of the assignment is to support the Family Protection Prosecution to develop and implement a monitoring and evaluation plan, to determine the level of compliance of the Family Protection Prosecution with the SoPs, and the level of effectiveness and efficiency of related procedures

Specific objectives of the assignment:

To develop a monitoring and evaluation plan for the Family Protection Prosecution, and support the implementation of at least 2-3 related monitoring interventions.

The M&E plan will be utilized to provide an analysis on the level of compliance of the Family Protection Prosecutors with the SoPs. The analysis should capture pros and cons of related procedures to guide the improvement of the SoPs.

Duties and Responsibilities

Under the overall guidance of UN Women Special Representative, the direct supervision of UN Women Sawasya Programme Specialist, and working in close cooperation and coordination with the (AGO), the Family Protection Prosecution, and UN Women’s technical team, the consultant will undertake the following:

1. Inception phase:

  • To prepare an inception report, including the work plan for the development of the monitoring and evaluation framework, the specific objectives of the assignment, the methodology and the time frame.
  • To meet with UN Women and the (AGO) focal points to agree on the assignment’s objectives and the methods that will be used.

2. Development of a monitoring and evaluation plan:

  • To develop a draft monitoring and evaluation framework that includes the main objectives, indicators, baseline, targets, means and sources of verification, frequency of reporting and responsible Unit/ Public Prosecution district office, and share it with UN Women and the AGO’s focal point for review and comments.
  • To submit a final approved monitoring and evaluation framework incorporating provided comments.

3. Implementation of the monitoring and evaluation plan:

  • To collect and analyze data on the current practices and procedures followed by the Family Protection Prosecution in cases of violence against women. As part of this, to conduct field visits, meetings, sessions with the Chief prosecutors and the Family Protection Prosecutors, amongst others in line with the agreed upon methodology.
  • To agree with UN Women and the AGO on the indicators that the monitoring and evaluation report will cover.
  • To submit a draft monitoring and evaluation report to UN Women for review and comments. The report should include updates on the level of compliance with the SoPs, analysis of the level of efficiency, effectiveness and responsiveness of related procedures, challenges and recommendations.
  • Submit a final approved monitoring and evaluation report incorporating provided comments.

4. Reporting:

To submit a final narrative report summarizing the findings, lessons learned, and recommendations for enhancing the effectiveness and efficiency of the Family Protection Prosecutors . The report should also include as an annex participants’ list in meetings and sessions, and the monitoring and evaluation framework.

Deliverables:

  • Deliverable 1: An approved inception report with the methodology and time frame. Expected delivery date: two weeks from the signature of the contract.
  • Deliverable 2: An approved monitoring and evaluation report; along with an approved narrative report. Expected delivery date: Three months and a half from the signature of the contract.

Functional Competencies

  • Strong working experience in the field of organizational development, public administration and management.
  • Professional working experience with justice sector with specialization in gender-based violence and human rights.
  • In-depth knowledge of gender, violence against women (VAW), and women’s access to justice.
  • Strong experience in developing and implementing monitoring and evaluation frameworks in the justice sector, particularly related to violence against women.
  • Familiarity with the Palestinian legal context and the challenges faced in addressing violence against women.
  • Demonstrated experience in developing and delivering capacity-building trainings and facilitating workshops.
  • Excellent analytical, research, and report writing skills.

Required Skills and Experience

Education:

  • A Master’s degree in Public Administration, Public Policy, Organizational Development, Gender Studies, Law, Human rights or any related field in social science.

Experience:

  • At least 10 years of professional working experience in the field of organizational development, public administration and management.
  • At least 3 years’ experience in areas related to women’s rights and VAW.
  • At least two previous assignments in developing and implementing monitoring and evaluation plans. Previous related experience with the justice sector is an asset.
  • Previous experience with the Palestinian justice sector is an asset.
  • Experience with the UN system or/and International Organizations is an asset.

Language Requirements:

  • Fluency in Arabic and professional knowledge of English.

Evaluation Criteria:

Evaluation of applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications mentioned above, and financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation.

Technical Evaluation (70%) – max. 70 points.

  • A Master’s degree in public administration, Public Policy, Organizational Development, Gender Studies, Law, Human rights or any related field in Social Silences. (max. 10 points)
  • At least 10 years of professional working experience in the field of organizational development, public administration and management. (max. 10 points)
  • At least 3 years’ experience in areas related to women’s rights and VAW. (10 points)
  • At least two previous assignments in developing and implementing monitoring and evaluation plans. Previous related experience with the justice sector is an asset. (10 points)
  • Previous experience with the Palestinian justice sector is an asset. (max. 5 points)
  • Experience with the UN system or/and International Organizations is an asset. (max. 5 points)
  • A sample of a previously developed monitoring and evaluation plan. (max. 10 points)
  • A concise work plan for the assignment including identifying specific objectives of the assignment, the methodology, risk mitigation, and the time frame (template is attached) (max 10 points)

Financial Evaluation (30%) – max. 30 points.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = 30 (µ/z)

Using the following values:

p = points for the financial proposal being evaluated

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
