Contract

Background

The United Nations Development Programme (UNDP) in Thailand, in collaboration with the Royal Thai Government and partners, has implemented projects to accelerate the development of the country for more than 50 years. In line with the Country Programme Document (2017-2021), UNDP works with the Royal Thai government, civil society, the private sector and the Thai public in support of the country’s achievement of the SDGs, with a focus on two broad pillars, namely a) Climate Change and Environment; and b) Governance and Social Inclusion.

In recent years, to promote and advance the SDGs in Thailand and especially with regard to SDG16, UNDP has adopted a “Sustaining Peace” framework which focuses on increasing tolerance and embracing diversity as a means to promote social cohesion in the country. Since 2018, UNDP Thailand, within the framework of a Regional Programme titled ‘Preventing Violent Extremism through Promoting Tolerance and Respect for Diversity’ (Phase I), has been partnering with the Royal Thai Government as well as non-governmental actors on multiple initiatives linked to the following:

  1. Support establishment and empower networks of local authorities, NGO, CSOs, CBOs for public awareness and policy recommendations linked to promoting tolerance and embracing diversity
  2. Support policy-making on national policies and programmes to ensure they are inclusive and framed with a human rights and gender equality framework
  3. Strengthen capacities of local communities and young people to promote peace, human rights, tolerance and respect for diversity though innovative communications and small grants programme

The Regional PVE Programme is now being extended in 2020 and beyond and will be focusing on the following 3 key pillars, which are intended to:

  1. Build the capacities of key actors in view of promoting social cohesion and community resilience, tolerance and respect for diversity
  2. Strengthen knowledge management through generating reliable data, trend analysis and targeted research to inform national policy making and programming
  3. Support the development of policy frameworks which promote tolerance and diversity through a “whole of society” approach

On this backdrop, UNDP Thailand seeks to hire a Country Office – Monitoring and Evaluation Associate to support the team in all M&E works of the project and coordinate with the UNDP Bangkok Regional Hub in periodic progress reportings and other donor requirements.

Duties and Responsibilities

Scope of Work

  1. Update progress/results against Thailand Country Office Annual Work Plans and Results Framework. If applicable, include any relevant literature/data/information/policy framework that may be required for each activity.
  2. Provide monitoring support and quality assurance to Project Teams, including data collection methodologies, support in development of formats, use of online data collection platforms, etc.
  3. Coordinate PVE reporting for Semi-annual/Annual report, Bi-monthly Newsletter, etc. as required by the donor with UNDP Bangkok Regional Hub.
  4. Manage the process of conducting, analyzing and using data from the Baseline and other surveys.
  5. Conduct training and supporting CSOs to measure the impact of their grant-activities.
  6. Supporting knowledge management and sharing activities.
  7. Regularly update Thailand Country Office PVE Knowledge Management Platform with inputs from the team and research conducted.
  8. Any other task assigned by the Project Manager.

Institutional Arrangement

The incumbent will work under supervision of the Project Manager with close collaboration with UNDP Programme and Technical Support Team, UNDP Regional Office colleagues and the Peace and Development Advisor.

Required Skills and Experience

Education:

  • Secondary education or Bachelor’s degree or equivalent in Social Sciences or Human Rights or Political Science, or other relevant studies with relevant professional experience in Monitoring and Evaluation.

Required experience:

  • Minimum 6 years of experience with secondary education or 3 years with Bachelor’s degree of M&E relevant experience with international organization preferably in Thailand;
  • Understanding of project monitoring and evaluation frameworks, with proficiency in results-based report;
  • Experience conducting surveys and development and training on the survey tools;
  • Knowledge on Quantitative and Qualitative research methods;
  • Knowledge on data analysis and its reporting; and
  • Experience in contributing and consolidating project reports for donors in English language.

Desirable experience:

  • Knowledge and experience in the area of preventing violent extremism, human rights, peace and security and/or peacebuilding;
  • Experience with European Union (EU) funded projects is an asset;
  • Experience hiring and coordinating third party M&E agency for Research and Surveys is an asset;
  • Excellent organizational skills with a successful track record of planning and implementing events and trainings;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels within the Country.
  • Ability to work and adapt professionally and effectively in a challenging environment;
  • Ability to work effectively in a multicultural team of international and national personnel; and
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.

Required Language:

  • Good written and oral communication in English is required;
  • Proficiency in Thai is desirable, and other UN official languages is an asset.

IT skills and competencies:

  • Knowledge on Microsoft Office in Word, Excel and PowerPoint is required;
  • Knowledge on Database management and advance knowledge on excel is desirable;
  • Knowledge on Data analysis software like R, SPSS, STATA, etc. is disable;
  • Experience working on digital content/Social media data analysis is an asset.
