Context

NRC’s Monitoring and Evaluation Unit is responsible for the development and operationalization of the centre of excellence for monitoring and evaluation, whilst ensuring that a high quality, effective and accountable global monitoring and evaluation framework is in place, including an organisational approach, systems, processes, minimum standards and routines, among other functions.

NRC (head office unit) is looking for an M&E specialist responsible for leading on global M&E developments and technical support to its programme portfolio. We are seeking someone who has CO experience in a humanitarian or development context as well as global or regional experience in developing M&E systems, guidelines and tools.

What you will do

As a Global M&E Adviser, you will be responsible for leading on NRC’s approach to monitoring programme quality and various other global developments for M&E across NRC’s sectors and strategic programme areas.

Some of your day-to-day tasks will include;

  • Development of global minimum standards, approach and guiding documents for areas of work.
  • Leading and facilitating the development of NRC’s global M&E tools through working with programme colleagues e.g. global theory of change and indicators, M&E plans, guidelines etc for NRC’s sectors
  • Development, pilot, institutionalise NRC’s approach to quality assessments
  • Plan and facilitate programme use of data at the global level through interpretation and learning moments
  • Focal point for CO start ups and emergencies – offering direct support to Cos in these cases
  • Leads on a number of other global developments linked to the strategy (often overseeing consultants for this work).
  • Participate in and contribute to achievements of working and steering groups throughout the organization.
  • Pro-active and inclusive management of community of practice, including knowledge sharing, picking up, development and sharing of best practices to staff following M&E policies, handbooks and guidance as well as using M&E tools and systems globally.

What you will bring

  • Minimum 7 years relevant work experience with at least 2 years working at a global or regional level. Also at least two years of experience working in a humanitarian or development context in a similar role
  • Significant experience and understanding of M&E concepts and approaches at a senior level
  • Extensive experience of planning for and implementing qualitative and quantitative methods
  • Experience in developing global policies, guidelines and tools for monitoring and evaluation.
  • Experience developing and facilitating training.
  • Very strong drafting and document development skills, including policy and guidance documents and training materials.
  • Excellent conceptual thinker and analytical skills.
  • Fluency in English, both written and verbal.
  • French or Spanish would be a bonus

It is therefore not possible to include full details here. As an indication, if this role was based in Oslo, Norway, the salary range would be NOK 590,000 - 700,000 per annum.
