Review performance of the national school feeding programme.

You have:

  • Post graduate qualification in any relevant social sciences
  • At least 10 years of relevant working experience
  • Experience reviewing programmes with technical support to the Government
  • Proven practical expertise of designing and implementing rigorous reviews using different approaches
  • Expertise in designing methodology and data collection tools and demonstrated experience in conducting reviews
  • Skill and proven experience in the use of theory-based reviews approaches such as contribution analysis and/or Qualitative Comparative Analysis
  • Understanding of national development planning and programming processes including National Development Plans and strategies
  • Familiarity with the Lesotho country context
  • Ability to work with people from different cultures and background

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Post graduate qualification in any relevant social sciences;

Experience:

  • At least 10 years of relevant working experience;
    • Experience reviewing programmes with technical support to the Government;

ORGANIZATIONAL CONTEXT

The consultant will report directly to the Chief Education Officer – Basic Education at the Ministry of Education and Training

JOB PURPOSE

Given the importance on the implementation of the national school feeding programme by the national actors in pursuance of implementing a home grown school feeding programme, it is important to review the performance of the NMAs since the piloting of NMA implemented school feeding programme in 2017. The performance review is essential for a reliable, sustainable, and effective implementation of the programme as described in the School Feeding Policy.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Define the review approach and methodology;
  • Draft the inception report using the Ministry of Education and Training (MoET)template
  • Revise the inception report based on feedback from MoET to produce 2nd draft;
  • Finalise the inception report based on comments from stakeholders;
  • Organise and collect the review data;
  • Draft the review report using the MOET template
  • Revise the review report based on feedback from stakeholder to produce 2nd draft that will be circulated to stakeholders for comments;
  • Finalise the review report based on stakeholders’ comments and submit 3rd draft;
  • Address any further comments on 3rd draft until all issues are resolved and submit final review report; and
  • Disseminate review findings and development of communication products

  • Good presentation skills;
  • Ability to work with people from different cultures and background.
