Background

The project “SDG-Aligned Budgeting to Transform Employment in Mongolia” aims to support increased employment and promotion of decent work in Mongolia. The Project plans to achieve its goal by conjoining two main streams of activities: i) enabling and promoting employability in Mongolia via direct interventions and policy improvements, and ii) improving the public finance management systems to absorb results-oriented, effective and evidence-based policies and budget initiatives in employment and labour sectors.

The project duration is 42 months. This technical assistance project is funded by the European Union (EU), and complements the EU Direct Budget Support to Mongolia.

The Project is managed by UNDP in partnership with FAO and ILO and had the following four components:

Component A. Bridging Policies with Budgets

Component B. Budget Oversight and Transparency

Component C. Employment Promotion: Boosting Employability

Component D. Effective Application of International Labour Standards by Strengthening Institutions of Work

Duties and Responsibilities

The objective of this assignment is to provide support to the Ministry of Labour and Social Protection (MLSP) by providing innovative proposals for strengthening employment support programme design, outreach, effectiveness and budget efficiency.

Scope of Work

The expert is expected to conduct a quick desk review of the existing situation of employment programmes, labour market situation, and key bottlenecks for employment generation, especially for the vulnerable groups. National employment experts will assist in obtaining relevant documents, including policy documents, existing studies, and findings and recommendations of previous evaluations.

Support to re-designing employment promotion programmes to enhance their reach out, long term effectiveness, and fit with the needs of clients including target groups******;

  1. Provide ongoing technical support to national experts in designing pilot employment promotion programs tailored to the needs of the selected pilot soum (1) and district (1);
    1. Provide feedback on integrating results-based monitoring and evaluation criteria and indicators for employment promotion programmes;
    2. Provide feedback on implications for budgeting and costing for employment programmes;
    3. Propose innovative activities (digital and non-digital) for incorporation in the design and delivery of employment programmes;
  2. Develop a guidelines for developing/designing new employment promotion programs (ALMMs) tailored to local factors and characteristics;
  3. Conduct a training session on designing effective employment programmes which incorporate the principle of ‘leaving no one behind’, drawing on good practices and country cases which are relevant to Mongolia;
  4. Provide feedback on the overall design and coverage of the ongoing employment promotion programmes and draft revised proposed design for consultation with stakeholders;
  5. Submit final report with recommendations and supporting documentations.

All deliverables shall be submitted in English.

Payment schedule

Payments shall be made upon submission and acceptance of deliverable according to the milestones.

Competencies

Institutional Arrangement

The intrenational consultant shall report to the Project Coordinator and work closely with the national employment promotion experts of the project, focal points of the MLSP, other stakeholders, and consultants working on related assignments.

Required Skills and Experience

Educational Qualifications:

  • Master degree in Social Science, Labour economics, Labour policy, and other closely related field;

Experience

  • Minimum 10 years of work experience in the areas of employment policy development, its implementation, monitoring or evaluation, development of labour market measures, and other closely relevant fields;
  • Prior experience of designing, implementing and evaluating employment policies and programmes, and results-based management would be an asset;
  • At least 3 assignments demonstrating analytic and report writing skills and sectoral expertise (references or samples to be submitted with the application);
  • Experience of working with multiple stakeholders, including national counterparts is an asset;

Language requirements

  • English;

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on lump sum amount.

The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will fixed output-based price regardless of extension of the herein specified duration.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology of Cumulative analysis.

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%).

Technical Criteria for Evaluation (Maximum 70 points)

Only candidates obtaining a minimum of 70% of the total technical points would be considered for the Financial Evaluation.

Shortlisted candidates maybe be called for an interview which will be used to confirm and/or adjust the technical scores awarded based on documentation submitted.

  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least two (2) professional references.
  • Technical proposal, including a) a brief description of why the individual considers him/herself as the most suitable for the assignment; and b) a methodology, on how they will approach and complete the assignment.
  • Financial proposal, as per template provided in Annex III.

Incomplete proposals may not be considered. Only the successful candidate will be notified of contract award.
