Overview

Provide comprehensive technical support for VCMIS implementation.

You have:

  • 3 or more years experience including training support, software testing, software support systems handling and troubleshooting.
  • Experience using software support systems and quality assurance will be an added advantage.
  • Substantial experience in assisting or providing both online and in-person training on web-based software systems for large-scale audiences.
  • Experience in developing training material/user guideline is mandatory.
  • Experience in Microsoft Office package is mandatory.
  • Experience in web development (using Laravel, MySQL) will be an added advantage.
  • Advanced fluency in English (both written and spoken) is essential, some knowledge of local language(s) is considered an asset.

Contract

This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The Local Government Division (LGD) has been implementing the Activating Village Courts in Bangladesh Phase-III Project with financial supports of EU, GoB and UNDP in across all UPs (4457 UPs) in Bangladesh, excluding CHT (amounting to 4,457 UPs). The duration of the project is five year starting from July 2022. It will have three components: first to activate Village Courts in 3,041 Union Parishads in Bangladesh; second to maintain the performance of the 1,416 courts activated under AVCB-I and AVCB-II; and third to ensure the Government has the capacity, resources and ownership to take over the management and oversight of VC services so that the project gains are sustained.

The overall objective of the project is to increase access to justice and Social Harmony for people in rural areas of Bangladesh, especially women and disadvantaged groups. The specific objective is to improve capacities of local justice actors to meet the justice needs of the population and offer appropriate legal services in the form of well-functioning village courts and to empower people living in rural areas, especially women, the poor and other disadvantaged groups to access Village Courts to resolve minor disputes. Digitalization of monitoring, reporting and VC’s case management system are one of the major activities under output 1.3 and 2.2. Hence, the project has planned to scale up web based VCMIS (Village Court Management Information System) in activation areas to enhance case management, reporting and monitoring of Village Court’s performance. The project also has a planned to piloting of digitalized VC system for service providers and end-users, develop and implement GPS-based E monitoring system and PMIS to track the progress of different indicators mentioned in the Logical Framework. To provide all kind of technical supports of MIS software of Village Court, conduct Software Quality Assurance (SQA) testing, and assist in organizing various training sessions for the aforementioned MIS software, two National UNV specialists will be hired by the Planning, Monitoring & Evaluation, and Knowledge Management component of the project of AVCB-III Project.

The National UNV Software Support Specialist will report to National Project Coordinator and work under the direct supervision and guidance of the Planning, M&E, and Reporting Analyst. The major responsibility of this position is described as below:

A. Technical Support

 The National UNV Software Support Specialist should be familiar with VCMIS and relevant VC Rules thoroughly in coordination with MIS & Digitalization Officer and other relevant staffs.

 Provide all kind of technical support and assistance for the implementation and maintenance of the VCMIS through the support ticket system, email, phone, in person support and other communication channels.

 Review VCMIS case data to identify incorrect entries and communicate with the respective AACO for correction and follow up on long-pending or outdated cases to ensure timely updates.

 Provide support for the deployment and scaling up of the VCMIS in activation areas to enhance case management, reporting, and monitoring.

 Assist in the troubleshooting of technical issues to end user support related to the digitalized VC system, GEMS (GPS-based E-Monitoring System), and PMIS (Project Management Information System).

 Review monthly VC performance data from PMIS, and compare with to ensure accuracy, reliability, and system efficiency.

 Regularly add/Update GoB offices / Other private organization offices (District / Upazila/ Union wise) geographical data (latitude/longitude) in GEMS.

 Provide regular updates and reports on the status, performance, and impact of all digital systems of the project.

 Assist in the development and testing of all digital systems including VCMIS, PMIS, GEMS and digitalized VC system.

 Assist in the piloting and implementation of the digitalized VC system for service providers and end-users.

 He/she needs to random field movement to monitor VCMIS performance, in person technical support, identify users’ problems and fix the problem instantly and share the field findings and visit report after each visit.

 Maintain comprehensive documentation of all technical support activities, testing results, training sessions, and system implementations.

 Continuous communication with VCMIS users (DM, UC and AACO etc) to monitor case’s data updates in VCMIS and give instructions to maintain the system properly.

B. Software Quality Assurance (SQA) Testing

 Conduct comprehensive SQA testing for the current and upcoming features of VCMIS to ensure the system meets specified requirements and standards.

 Conduct comprehensive Software Quality Assurance (SQA) testing for the upcoming digitalized Village Court system to ensure it meets specified requirements and standards.

 Perform regular testing, validation, and review of the GEMS to ensure accurate tracking of locations.

 Perform regular testing, validation, and review of the PMIS to ensure data accuracy.

 Document and report any bugs, defects, or issues found during testing and collaborate with solution architect for the resolution.

C. Training and Capacity Building

 Assist in organizing and facilitating both online and in-person training sessions for VCMIS, Digitalized VC system, GEMS, PMIS or any other system as and when need-ed.

 He/she should closely work with VCMIS training resource persons and review training assessment system to identify users' problem/suggestions share the findings with MIS & Digitalization officer and ensure necessary steps are taken.

 Maintaining liaison with the resource persons of VCMIS training, training participants, relevant NGO/PMU staffs and government officials.

 Assists in preparation of training materials and user manuals for all digital system.

 Assist in configuring the training management system to optimized management and ef-fectiveness.

 Assist in online orientation on VCMIS for UNOs and DDLGs to involve them in VC cases performance remote monitoring using VCMIS.

 Assist in developing the content for an interactive tutorial for VCMIS.

 Keep updated VCMIS training information in GEMS.

 Assist in online-based training on VCMIS for newly recruited AACO/UP Secretary.

*Provide support for any other additional tasks as needed.

Results/Expected Outputs:

 Provide comprehensive technical support and assistance for the implementation and maintenance of VCMIS, and prepare a quarterly report based on the support provided.  Ensure consistent handling of all support tickets submitted by VCMIS users through the system's support ticketing tool and prepare a quarterly report summarizing the services provided.  Prepare a quarterly report detailing the support provided to PMIS and GEMS users.  Assist in preparing a detailed report on VCMIS training conducted by the vendor or DoICT staff.

Skills/Experiences Required:

In recent decades, Dhaka has seen the modernization of services, communications, and public works. The city is attracting large foreign investments and greater volumes of commerce and trade. It is also experiencing an increasing influx of people from across the nation; this has reportedly made Dhaka one of the fastest-growing cities in the world. Dhaka is connected to other cities by rail, road, and by air and internationals can move easily from one city to another.

Dhaka has venerable green spaces, including many gardens and parks, historical places, and nice restaurants. The weather is tropical - hot and very humid during the summer monsoon season (April-September) and drier and cooler in the winter (October-March).

While Dhaka is not categorized as a hardship station, the volunteer should be prepared for limitations in freedom of movement on foot, by public transport, and to certain locations.
