Overview

Develop and manage information systems to support MEAL functions

You have:

  • Minimum of 5 years experience developing and implementing management information systems, including design of systems and tools, data analysis and reporting.
  • At least three years’ experience working on large scale, complex, multi-sector programs in both emergency and fragile contexts and developing information management systems for a range of different donors.
  • Proven skills to analyze statistical information.
  • Possesses Advanced Excel skills (e.g. pivot tables, functions, etc.).
  • Ability to compile and holistically analyze diverse datasets.
  • Demonstrated ability to develop information management systems.
  • Experience in web design and software development and programming is an asset.
  • Experience with relevant software ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server, and/or proGres.
  • Experience with mobile based applications such as CommCare and KOBO.
  • Experience with Business Intelligence tools and methods such as PowerBI, and Tableau.

Job Description

Purpose of the Role

Under the supervision of the MEAL Coordinator, the MIS and Data Management Specialist ensures all programs and projects have suitable information management systems, regularly reviews and maintains the systems. The MIS and Data Management Specialist will also be responsible for designing and implementing a country office information management system that will ensure information necessary for updating the overall MEAL system is in place. The MIS and Data Management Specialist will provide guidance and support to the MEAL core team in establishing and maintaining both program and project information management systems.

The position holder will work closely with MEAL Managers (Health and Nutrition, WASH, WPE/Protection/Shelter & NFIs, Accountability).

****Highlights of Key Responsibilities****

A. Program design and systems development

- Support the design and implementation of a Country Office information management system -ensuring that systems and procedures are in place for digitization of data collection, analysis, reporting and storage - In close collaboration with the MEAL Managers provide technical support to implementation teams to use mobile based applications to carry out regular monitoring and evaluation activities - Ensure utilization of standardized information management tools, manuals, guidelines, regulations and protocols - Set up systems for and develop beneficiary tracking tools and orient project staff on the tools - Participate in program/ project design specifically to ensure accurate information is used to inform program design - In collaboration with the MEAL Coordinator, develop country office data management SOP - Ensure that information management systems follow ethical guidelines, principles and protocols set out by the IRC and IASC.

B. Database Management and Reporting

- Collate data from MEAL Officers and Managers, information management officers across Country office programs, analyze, identify and address information gaps. - Coordinate updates to country-based information to ensure consistency and coherence, including assisting the MEAL Coordinator to collect, generate and present relevant data to diverse stakeholders including donors, government agencies and IRC’s HQ and regional offices - Develop information products that include customized dashboards and statistical abstracts as required - In close collaboration with the MEAL Managers prepare monthly, quarterly and annual statistical monitoring reports (target vs. achievement, traffic light dashboard) to support informed decision making. - In collaboration with the MEAL Coordinator, support data analysis and visualization of data - In close collaboration with the MEAL managers update program and project MEAL frameworks - In collaboration with the MEAL managers ensure appropriate update of program and project databases and/or tracking sheets, and/or data platforms on a regular basis - Closely follow up information management and flag data management issues to the MEAL coordinator and technical leads - Conduct data quality audits to identify and resolve systemic problems affecting data quality - Working closely with the MEAL coordinator, provide regular analysis of program, project, and sector indicators to identify and report on trends - Regularly updating CommCare user profile and comply with IRC’s data protection protocol - Accountability systems - In close collaboration with the Accountability Manager, assist in the development of data collection tools for accountability assessments (including client satisfaction and others). - Work with the Accountability Manager to analyze complaints and feedback, as well as to assist with visualization across various meetings (PIM, PCM and other meetings)

C. Knowledge Management and Learning

- Work closely with MEAL Managers to ensure program and project data and reports are stored and accessible to stakeholders in line with organization guidelines and protocols - In consultation with the MEAL Coordinator, perform analysis of indicator trends to inform learning - In consultation with the MEAL Coordinator support visualization of knowledge products- review meetings, lesson learned session, evaluation, and research

D. Staff and partner’s capacity building

- Train program staff on using mobile based applications, Commcare and tools for data collection, management and analysis, visualization including PID - Provide coaching and mentoring to staff to ensure consistent and accurate utilisation of the information management system - Train partners on commcare and support to establish effective data management and reporting systems at partner level.
