Organizational Setting:

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines:

The Mindanao Programme Development and Coordination Support reports to the Assistant FAOR for Programme.

Technical Focus:

This engagement is envisioned to support the work in Mindanao including the social protection and anticipatory action agenda in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). FAOPH is working on scaling up of risk-informed and shock responsive social protection (RISRSP) in the disaster risk reduction and management (DRRM) planning of BARMM. The goal is to contribute in mainstreaming social protection and anticipatory actions while the capacities in risk-based planning of selected BARMM partners are enhanced.

Tasks and responsibilities

The Mindanao Programme Development and Coordination Support will carry out the following tasks:

• Provide backstopping support in the implementation, supervision and monitoring of project activities under the Mindanao Sub-Office; • Collect, store, and prepare data and background information in the areas of FAO’s activities in the region (agriculture, forestry, fisheries, rural/sustainable development); edit the information in appropriate format; • Support the MSO Head in the analysis and consolidation of data from various sources and stakeholders in the region; • Support the MSO Head and the AA/ASRSP project team in providing technical supervision to the formulation and packaging of the Bangsamoro DRRM Plan, and mobilization of activities linked to the activation of Anticipatory Action in North Cotabato and BARMM priority areas (i.e. cash-based transfer intervention); • Maintain, log, file and update records in prescribed format for subsequent use at the MSO level; • Support the MSO Head with its coordination and representation roles at the regional and provincial levels; • Prepare background material, working papers and tables for briefings, review sessions and meetings; • Prepare correspondence to ensure participation of project team members, government counterparts and other partners in any FAO related activities in the region; • Prepare response and obtain additional information to respond to internal and external queries; • Maintain a filing system of technical and project documents and correspondence; • Participate in Project Field Visits and monitoring of activities; • Attend meeting on behalf of Head Mindanao Sub-Office, when necessary/as needed only; and • Carry out other specific operational tasks for programme/project implementation as requested.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Psychology, Developmental Communication, Community Development, or Business Management and Administration or other social sciences related courses • At least four (4) years of relevant experience in project management, operational background in Programme, and office administration • Excellent written and oral communication skills in English and Filipino • A National of the Philippines

Technical/Functional Skills

• Extent and relevance of experience in office administration and management, using internal controls systems to support program coordination and operations. • Extent and relevance of experience in planning and coordination abilities, with the capacity to arrange a considerable workload composed of complex, diversified tasks and responsibilities; • Knowledge of significant stakeholder representation at the local level and collaboration with other stakeholders in BARMM and in Mindanao. • Politically and culturally sensitive with patience, tact, and diplomacy; which manifests willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances, with keen attention to detail; • General knowledge and skills in the use of standard office software, such as MS Office (Word, Excel, Power Point).
