Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Within the delegated authority and under the supervision of the Regional Migration, Environment and Climate Change Specialist (MECC RTS) or his/her designated mandated representative(s), the UN Volunteer for Migration, Environment and Climate Change will:

• In coordination with the IOM Regional Office (RO) for the Middle East and North Africa (MENA), IOM Country Offices in MENA and IOM Headquarters, support in the identification of potential funding opportunities for MECC and develop concept notes and proposals in line with donor priorities and in close coordination with government authorities, international and regional institutions, and partner organizations in the public/private sector. • Assist the MECC RTS in planning and coordinating technical, administrative and financial activities related to IOM’s RO MENA’s engagement in key climate change related events, including the upcoming United Nations (UN) Climate Change Conference (COP27), including representation, side events and participation at COP 27. Represent IOM and participate in related Task Forces, and coordination mechanisms ahead of the COP 27 towards its planning. • Support the IOM RO MENA team in promoting MECC-related initiatives at relevant regional and global events, including the upcoming COP27, and ensure appropriate visibility through drafting press releases, newsletters, news scans and daily dispatches, briefing notes, media campaigns, social media activities etc under the guidance of the MECC RTS. This will be done in coordination with the Country Office, Headquarters and Special Envoy. Coordinate the support for the IOM delegation and participation. • In coordination with the MECC RTS, actively develop strong working relationships with key external stakeholders such as Government, UN, INGO and national civil society. Raise awareness and capacity on MECC by creating opportunities to facilitate MECC discussions and workshops. This includes developing of smooth working relationships with identified stakeholders with a view to establishing strong working partnerships or joint activities, • Contribute to the mainstreaming of MECC in the existing programmatic areas of IOM, such as Emergency Response, Recovery and Durable Solutions, the Labour Mobility and Human Development Division (LHD)’s work with diaspora, the Migration Health Division (MHD), Integrated Border Management (IBM), and Liaison and Policy programming/policies. • Assist the MECC RTS in working with the IOM missions in the MENA region team and RO MENA to develop MECC country strategies. • Perform any other related duties as assigned.

Results/expected outputs

  • As an active IOM team member, efficient, timely, responsive, client-friendly and high-quality support rendered to IOM and its beneficiaries in the accomplishment of her/his functions, including:
  • The knowledge base on the migration/climate change nexus related to the MENA region is enhanced.
  • IOM’s project portfolio in the area of MECC is expanded as a result of increased support for project development and resource mobilization efforts and support to Country Offices.
  • Current and future IOM MENA programmatic areas mainstream Migration, Environment and Climate Change perspectives when appropriate.
  • IOM RO MENA and Country Office Egypt has forged new relationships and strengthened existing ones with government, civil society and UN partners, who are sensitized to issues related to MECC.
  • IOM is represented in key regional events related to climate change and environmental degradation and migration-related concerns are well represented at these events.
  • IOM strengthens the capacity of stakeholders to understand the relationship between migration, environment and climate change through coaching, mentoring and formal on-the-job training, when working with counterparts including government, civil society and implementing partners (Ips).
  • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.
  • final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

The duty station will be Cairo, which is a family duty station with a wide range of services (health, education and leisure) and good living conditions. Cairo (and Egypt) has long been a centre of the region’s political and cultural life, with high levels of tourism. Like other similar cities, Cairo offers good quality life in terms of access to shopping centres, banks, medical services, cultural events, etc.

The Arab Republic of Egypt has a unique geographical position in Northeast Africa, at the crossroads of Europe and Asia, on the Mediterranean and Red Sea, and its connection to Sub Saharan Africa through the Nile Valley. The country is defined by desert and the Nile, the longest river on Earth. Egypt is bordered by the Gaza Strip and Israel to the northeast, the Gulf of Aqaba to the east, the Red Sea to the east and south, Sudan to the south and Libya to the west.

With over 90 million inhabitants, two-thirds of which are below 30 years, Egypt is Africa's third most populous country after Nigeria and Ethiopia and has the highest population in the Arab world's most densely populated areas, especially in greater Cairo, Alexandria and other major cities in the Nile Delta.

The country has witnessed significant political and economic changes since 2011. Through this transition, which includes periods of political unrest, the main income sources of the economy have been negatively impacted, particularly in the tourism sector, as well as revenues from the Suez Canal, oil and remittances from Egyptians working abroad, affected by the global economy. UN staffs are not directly targeted in Egypt and for the most are vulnerable to being in the wrong place at the wrong time. It is recommended to keep dwell time in the immediate vicinity of military, police and other prominent official installations to the minimum.
