Result of Service Under the direct supervision by EANET Coordinator, the consultant is required to prepare:

Draft and final versions of the Mid-Term Review Report of the EANET MTP 2021-2025, that includes an executive summary that can act as a stand-alone document; detailed analysis of the review findings and recommendations in accordance with the provided information on the implemented activities, financial issues (focusing on 2021 and 2022) as provided by the Secretariat and the Network Center for the EANET.

During the EANET Working Group in 2023 which will take place in 22-23 August 2023, the consultant will be required to attend and present the draft Mid Term Review. The MTR will report: - Status of implementation of the activities from December 2020 to June 2023, including difficulties and problems and potential ways forward. - Funding sources during this period - Review of progress in achieving the overall objectives of the MTP from January 2021 to June 2023, achievements to the outputs and responses towards indicators. - Recommendations of the Mid Term Review based on current situation and development of the EANET and other related activities, issues and developments on acid deposition and air pollution.

Consultations with project stakeholders The consultant should maintain close communication with EANET project management team of UNEP as well as other project partners as indicated and promote information exchange throughout the review and implementation phase in order to increase their (and other stakeholder) ownership of the Review findings.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP’s Asia and the Pacific Office geographically serves 41 countries across the region to promote and implement sustainable development solutions. It assists countries of the region pursue sustainability, particularly in their implementation of the 2030 Agenda for Sustainable Development including technical expertise, facilitating access to finance, undertaking cutting-edge science-policy assessments, offering advisory services and strengthening laws, policies, management and governance. UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment.

The Acid Deposition Monitoring Network in East Asia (EANET) is an intergovernmental regional network established in 2001 for promoting cooperation among countries in East Asia to address acid deposition problems. EANET aims to provide policy makers with credible data and scientifically assessed information for decision-making and policy formulation on acid deposition issues. At the 23rd Session of the Intergovernmental Meeting of EANET on 23-24 Nov 2021, the Participating Countries decided to work more broadly on air pollution issues, and adopted a Supplementary Document (Annex) to the Instrument for Strengthening the EANET, which provides detailed information on which pollutants and what types of activities are covered. EANET is governed by the Instrument for Strengthening the Acid Deposition Monitoring Network in East Asia, and under the guidance of five-year Medium Term Plans (MTP) as decided by the Intergovernmental (IG) Meeting in 2006. The current MTP (2021-2025) was developed in 2020 as the fourth medium term plan for the EANET based on the results of the review of the activities during the MTP in the period of 2016-2020 and revised at the 23rd Session of the IG in Nov 2021, to accommodate the expansion of scope of the EANET Instrument and the establishment of the EANET Project Fund mechanism. As part of the MTP (2021-2025), it is stated that a mid-term review of the MTP will be conducted in 2023 and a final review in 2026. The MTP describes the review as below:

The purpose of the consultancy: EANET seeks to recruit an international consultant (reviewer) to conduct the mid-term review of the EANET MTP 2021-2025. This consultancy is to produce a Mid-Term Review report to be submitted to EANET’s 25th Session of the Intergovernmental Meeting of the EANET on 24-25 November 2023 to be held in Hanoi, Vietnam. An online or in-person presentation from the Consultant will be required. A Draft version of the report will be submitted to the Scientific Advisory Committee Meeting of the EANET in September 2023. The consultant will also be requested to participate in meetings in-person or online during the evaluation period.

Qualifications/special skills 1. An advanced university degree in environmental management and/or other studies related to sustainable development is required. A bachelor’s degree with additional 2 years of relevant experience can be accepted in lieu of the advanced university degree 2. Ten years of work experience with international development assistance experience in relevant fields. 3. Extensive evaluation/technical experience is required, preferably including evaluating large, regional or globalprogrammes 4. A good/broad understanding of thematic areas such as environment, green economy, resource efficiency and natural resource management is desired 5. Process management skills such as facilitation skills and ability to negotiate with a wide range of stakeholders; 6. Familiarity with issues in the area of air pollution, and environment; and sound familiarity with national and state contexts and stakeholders required. 7. Working knowledge of the UN system and specifically the work of UNEP is an added advantage 8. Experience and knowledge of the Asia and the Pacific context is desired 9. Experience in the area of national development strategies/policies is an advantage 10. Proven experience of evaluating similar projects, preferably involving UN or other international organizations or major donors is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
