How can you make a difference?

The Mongolia MICS Data Processing Consultant will advise the NSO data processing team during training, fieldwork, data processing, data analysis, dissemination and archiving, ensuring that MICS protocols and recommendations are being followed at all times. The Country Office Data Processing Consultant will communicate effectively between the UNICEF HQ, UNICEF RO, UNICEF CO and NSO, responding promptly to MICS data processing and analysis related needs and issues as they arise.

Scope of Work:

  1. Support the MICS Data Processing team and Global MICS Data Processing Consultant in providing technical assistance of data processing activities in Mongolia,

  2. Together with the Global MICS Data Processing Consultant manage and coordinate MICS data processing technical support activities in Mongolia,

  3. From a distance and in coordination and collaboration with the MICS Data Processing team, Regional MICS Coordinator, and the Global MICS Data Processing Consultant work closely with the NSO MICS data processing team and provide support in following activities and tasks

  • Customization of MICS CAPI Application in CSPRO
  • Provide support in data processing management, setting up CAPI system locally and ensuring that all system functionalities are in line with the MICS Standards
  • Support customization of field check tables programs and Power BI monitoring templates
  • Support customization of analysis files in SPSS
  • Support production of survey findings
  1. As needed, support data archiving

  2. In collaboration with the MICS Regional Coordinator, provide data processing and analysis status updates to RO and HQ

*Reporting line: The NMC will report directly to the Planning, Monitoring and Evaluation Specialist in the UNICEF Mongolia Country Office.

Contract duration (start and end date):

55-60 days spread over a 9 months period

Start date: 01 August, 2023 End date: 01 May, 2024

Type of engagement: Deliverable based

Deliverables, Timeframe and Payment Schedule:

  1. Review reports outlining support provided for preparing MICS CAPI Application – within 2 weeks after draft application is prepared by the country – by mid Aug.
  2. Technical review report outlining support provided for preparing MICS analysis files – within 2 weeks after draft SPSS MICS analysis files are prepared by the country – Aug - Dec .
  3. Technical review report outlining support provided for preparing MICS tabulation programs, and production of MICS findings – within 2 weeks after draft tabulation programs are submitted by the country – Jan – May 2024.
  4. Field visit reports (including presentations and training materials) for each visit – within 7 days after the visit – Sep-Dec.
  5. Regional workshop trip report(s) – within 7 days after the workshop (Sep-Oct).
  6. Feedback on field-check tables and Power BI monitoring templates through e-mail – during the field work Sep-Dec.
  7. Evidence of other distance technical support through e-mail.
  8. Monthly activity log, type of support, date and time spent for each task specified clearly.

To qualify as an advocate for every child you will have…

Education

  • At least a Bachelors’ Degree or equivalent in Information Technologies, Statistics, Demography, or any other related technical field with special expertise in data management.

Skills and Experience

  • At least 4 years’ experience in data processing in household surveys. (Prior MICS/DHS data processing experience highly desirable),
  • Knowledge of CSPro,
  • Knowledge of SPSS,
  • Familiarity with Power BI,
  • Fluency in English and excellent oral and written communications in Mongolian,
  • Excellent communication and interpersonal skills,
  • Ability and willingness to travel internationally and locally.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
