Job Description

SCOPE OF WORK

IRC Hellas supports vulnerable youth refugee and host communities in Athens to access income generation through employment and self-employment services, directly and in collaboration with partners. Self-employment services include the provision of one-on-one business counselling and business training and development support and opportunities to apply for start-up grants to support the launch of new businesses. The project is a part of the IRC’s Resilient Futures III program which is supported by the Citi Foundation’s Pathways to Progress initiative, aiming to support young people, migrants and people from vulnerable social groups in business education and employment programs in Greece, Jordan, Nigeria, Germany, Cameroon and Lebanon to gain financial independence. The IRC is recruiting a Microenterprise Officer to support the implementation of self-employment activities, including supporting aspiring entrepreneurs develop their business ideas, acquire entrepreneurship skills and gain access to finance as well as act as the main liaison for business training and coaching project partners.

RESPONSIBILITIES

Program planning & implementation

- Conduct community outreach, review applications and register beneficiaries to the business training and coaching services as well as follow-up on participation and attendance; - Support entrepreneurs to develop their business ideas, write business plans and ensure appropriate referrals to training providers, mentorship opportunities and/or relevant accountancy or legal support; - Provide training sessions and business coaching to aspiring entrepreneurs / IRC program beneficiaries; - Coordinate entrepreneur referrals, working closely with the Job Counselors and program interpreters and program partners; - Identify access to finance constraints for microenterprises and develop referral system to Microfinance Institutions (MFIs); - Act as the main liaison for and project partners, ensuring partners are appropriately supported to implement their action plans; - Update context and stakeholder mapping and gap analysis to inform design of assessment of private sector and microenterprise opportunities in Athens including legal and administrative requirements related to self-employment in Greece.

Monitoring, evaluation & reporting

- Support monitoring and evaluation, including the creation of program evaluation methodologies and tools in collaboration with the Sr Livelihoods Officer; - Assist in the design, collection and analysis of data on local labor market, trends, livelihoods profiles of specific urban areas, and market opportunities and skills gaps in order to identify demand-driven opportunities for start-up businesses; - Support monitoring of enterprise grant clients, including site visits and monitoring use of grant funds; - Coordinate with finance team to ensure financial protocols and procedures are followed.

Coordination and Administration

- Coordinate closely with IRC logistics, finance, and grant staff to ensure timely and compliant program activities and expenditures; - Under the direction of the Sr Livelihoods Manager, act as the focal point for implementing partners; - Prepare purchase and payment requests as needed for program; - Work constructively within the team and take initiative on new tasks; - Maintain microenterprise program files and database; - Participate in regular team meetings and supervision sessions.

Other details:

This position will be based out of the IRC center in Athens, Greece, and may require occasional travel to other locations.
