You have:

  • Completed university in the area of education, psychology or other social sciences discipline.
  • A minimum of four (4) years of work experience in leading implementation of education-related programmes, preferably with international/multilateral organization(s) present in Kyiv and/or the Ministry of Education and Science of Ukraine.
  • Excellent knowledge (written and spoken) of English and Ukrainian.
  • Very good IT skills (Microsoft Word, Excel, PowerPoint, Intranet, Internet, etc.).
  • Familiarity with UN/UNESCO’s mandate and programme in Ukraine.

In full alignment with Ukraine’s Recovery Plan and the United Nations Transitional Framework, the education component of UNESCO’s emergency assistance programme for Ukraine focuses on four pillars: (1) Provision of hardware, software, and teacher training to support hybrid and distance teaching and learning; (2) Development and maintenance of digital education platforms and contents; (3) Support to students and teachers in Ukraine and those displaced in neighboring countries; and (4) Support to national education systems in Ukraine and in neighboring countries. In the education sector, the consequences of the war are hampering the protective capacity of education: children and education staff affected by the war have an increased risk of suffering emotional harm and developing mental health problems with grave implications for their overall health and well-being. Existing evidence highlights the need for MHPSS interventions in education institutions in the context of war. Considering that education institutions in Ukraine are being damaged and destroyed throughout the war, schools must be safe for children physically and psychologically. To address this situation, the Ministry of Education and Science is leading the transformation of the mental health and psychosocial support provision in the education system, supporting the implementation of the Safe Educational Environment System in Ukraine as part of the National Program of Mental Health and Psychosocial Support led by the First Lady of Ukraine and in coordination with the Cabinet of Ministers of Ukraine in the Interagency Coordination Council. UNESCO is actively supporting this process through its Emergency Assistance Programme and the education component of the “Support for Ukraine in culture and education through UNESCO” project. The incumbent will support the Ministry of Education and Science in the implementation of this project, in particular, the development of policies, strategies, plans, protocols and tools for the transformation of the mental health and psychosocial support provision in the education system as part of the Safe Educational Environment System in Ukraine and the National Program of Mental Health and Psychosocial Support. EXPECTED RESULTS AND DURATION OF THE ASSIGNMENT ----------------------------------------------- *The incumbent shall bear the below duties and responsibilities:* - Defining the strategy for implementing the project with the Ministry of Education and Science. - Supporting the Ministry of Education and Science to develop policies, procedures, and standards for project management. - Creating project plans, defining tasks, setting timelines, and approving budgets. - Allocating resources (human, financial, technical) for project execution. - Systematic monitoring of project progress in terms of schedules, budgets, and other success indicators. - Identifying and resolving issues that may arise during project implementation. - Identifying potential risks and developing strategies for their mitigation. - Establishing effective communication systems within the project team and with stakeholders. - Ensuring regular reporting to stakeholders on the status of projects. - Establishing effective collaboration with the Ministry of Education and Science to ensure a comprehensive approach to psychological support for participants in the educational process. - Undertake other tasks as deemed relevant by the direct supervisor and/or UNESCO Education management. *Contract duration:* 12 months (with the possibility of extension subject to performance and resource availability) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- *Academic qualifications* - Completed university in the area of education, psychology or other social sciences discipline. *Professional experience* - A minimum of four (4) years of work experience in leading implementation of education-related programmes, preferably with international/multilateral organization(s) present in Kyiv and/or the Ministry of Education and Science of Ukraine. *Skills and competencies* - Familiarity with UN/UNESCO’s mandate and programme in Ukraine - Knowledge of national education priorities and the UN system's work in Ukraine - Ability to manage information objectively, accurately, and confidentially. - Flexibility and adaptability to work schedules and priorities according to workload, emergencies, and deadlines. - Proven ability to design, work and execute tasks both independently and as a team lead with thoroughness, care, and method. - Excellent interpersonal skills and the ability to work effectively in a team and in a multicultural environment. - Very good IT skills (Microsoft Word, Excel, PowerPoint, Intranet, Internet, etc.). *Languages* - Excellent knowledge (written and spoken) of English **and** Ukrainian **DESIRABLE QUALIFICATIONS** ---------------------------- - Knowledge of/direct experience in providing MHPSS services in national and/or regional emergency contexts. - Knowledge of the current organization of MHPSS services within education sector in Ukraine. - Knowledge of the procedures for drafting and supporting the approval of draft legal acts. - Relevant professional experience in UN System or at the international level. **REMUNERATION** ---------------- The starting base annual salary for this post is 44035 USD, excluding medical and pension coverage (up to 15% from the base salary) and danger allowance.
